Enclosed are the results of the Defense Department Under Secretary's examination of the problems facing the United States defense manufacturing base. The objective was to identify the actions necessary to prepare the Department better to deal with the dynamics of manufacturing worldwide. The recommendations already being put into action center around six major thrusts: forging the right relations with industry; improving the acquisition system; establishing defense industrial strategic plans that support our military strategic plans; developing manufacturing capabilities concurrent with development of weapon systems; laying the foundation now for the technical skill base required for tomorrow's defense needs; and ensuring that industrial base issue important to our defense benefit from the full spectrum of potential policy remedies, when appropriate. An underlying message of this project, which is based on extensive advice from industry, academia, and other Government agencies, is that cooperation is an essential foundation to meeting and sustaining defense goals cooperation with industry, with our allies, with other agencies, and with the Congress is imperative if we are to meet ever more sophisticated requirements with relatively fewer resources. Since July 1988, when the Under Secretary of Defense (Acquisition) submitted his report entitled, Bolstering Defense Industrial Competitiveness, to the Secretary of Defense, two technology and industrial base information systems, Project SOCRATES and the Defense Industrial Network (DINET), have had increased visibility to those assessing U.S. technology and industrial base. These systems have been projected as the basis for an institutional mechanism that provides to the principal officers of DOD an analytical capability to develop defense perspectives. SOCRATES provides decisionmakers with unbiased foreign capability assessments for specific technologies to assist in formulating U.S. technological and industrial research, development, procurement, and trade policies. DINET supports the planner in assessing the manufacturers' ability to meet priority DOD program requirements by providing improved visibility into the U.S. industrial base for critical weapon system components and subcomponents. This study evaluates the two systems and make recommendations for a way ahead.
