The study?Mapping of EU Member States' / regions' Research and Innovation Plans and Strategies for Smart Specialisation (RIS3) on Bioeconomy? maps the intended priorities and activities of EU Member States (MS) and regions with regard to research and innovation (R & I) on bioeconomy. This information helps to identify specialisation patterns of European regions and countries (e.g. agro-food, blue bioeconomy or bio-based chemicals). Moreover, European regions and countries have been classified according to a bioeconomy maturity index, developing six different types of regional bioeconomy profiles. The study shows that bioeconomy related R & I is a priority for most of European countries and regions in the time period 2014-2020. The majority of EU regions/countries (207; 98.6%) include bioeconomy related aspects in their 2014-2020 R & I priorities and plans. However, many regions in Europe (35.7%) still have a low level of maturity. They cannot fully exploit the potential of the bioeconomy on their own (id est jobs, growth, rural development). The study presents recommendations for better strategic planning, enhanced value-chain development and R & I on technologies, better knowledge transfer and skills, more efficient coordination of funding and synergies between instruments, as well as proposals to raise public awareness and acceptance.

This publication is the final report of a study aiming to map and analyse the deployment of strategies related to the bioeconomy at regional level in the EU-27. The study was conducted from July 2021 to March 2022 and covered regulatory frameworks in place or under development as of November 2021. The focus of the study was on regions at NUTS 1 and NUTS 2 territorial levels. The NUTS 3 level was only analysed in cases where no relevant information could be found at higher levels. Usually, the research focused on the predominant sub-national NUTS level in each country, on what is usually classified as the 'regional level' in between national and local levels. The findings show that 194 regions in the EU-27 (NUTS 1, NUTS 2 or NUTS 3 level) have, or are working towards, a strategic framework related to the bioeconomy. Of these, 28 regions have fully dedicated bioeconomy strategies, while another region is elaborating such a strategy. 62 regions have strategic frameworks with a strong bioeconomy focus, with another 7 regions elaborating such a strategy. Lastly, 94 regions have strategies with minimum bioeconomy content, while another 2 regions are elaborating a strategy of this type. In relative terms, i.e. in relation to the overall number of regions per country, all regions in Belgium, France, Italy and the Netherlands have developed bioeconomy-relevant frameworks. Overall, there are 359 bioeconomy-related strategies at regional level in the EU-27. Of those, 334 frameworks have been published. Of these 334, 324 are regional and 10 are multi-regional (e.g. cross-border, interregional or macroregional, mostly Interreg-funded) strategic frameworks. The report includes a methodological note, a presentation of the data and visualisations resulting from the mapping, an analysis of commonalities and divergences between regional strategies across the EU based on their general characteristics and a focused summary for each Member State. It is complemented by the underpinning dataset, published separately.

The analysis and monitoring of the bioeconomy at the regional level is of interest for policy design and evaluation, notably regarding the objectives of the European Union's (EU) Bioeconomy Strategy (2018) of creating jobs and opportunities for sustainable regional economic development. Although some initiatives provide estimates of the size and/or regional distribution of the bioeconomy in some countries, there are no homogeneous datasets allowing the analysis of the regional dimension of the EU's bioeconomy. This report describes a methodology to estimate employment and value added of the bioeconomy sectors at the NUTS2 (regional) level in the EU. The approach consists of a systematic combination of bio-based shares (defined as the share in biomass content of all products produced by a given sector) from the publically available JRC-Bioeconomics database with Eurostat regional statistics for allocating employment and value added of the bioeconomy sectors amongst regions. When missing from Eurostat data sources, regional series are estimated by applying various criteria to regionalise national statistics. Finally, a range of missing data estimation algorithms are executed in order to complete the dataset. Preliminary results evidence that the proposed methodology manages to fill in the majority of missing series and data in the initial raw datasets. Therefore, we are able to extract some key figures and trends for the regional bioeconomies in the EU. We then discuss our results through comparisons with available official statistics, other previous estimates and expert feedback to identify the limitations of the methodology and, based on that, potential future improvement. The main challenges identified in this process are related to the absence of data for some sectors at the regional level, requiring assumptions about the regional distribution of employment and value added within a country, as well as the use of national bio-based shares at the regional level, masking regional heterogeneities in the use of biomass for production.
