The Binghamton Wastewater Management Study was a cooperative Federal, State, and local planning effort to develop viable alternative plans for the protection and enhancement of water quality and associated resources of the Susquehanna River Basin within Broome and Tioga Counties, New York. The Plan Formulation Appendix documents all significant events and decisions involved in the formulation, evaluation, and selection of wastewater management plans. As such, it provides a sequential summary of progress throughout the Study. The first step in the planning process was to determine Federal, State, and local problems, issues, and objectives of wastewater management. To meet these objectives, alternative plans were formulated through an iterative process of: systems design, an assessment of all pertinent impacts, and an evaluation of the plans' effectiveness in fulfilling the objectives. Final 'Plans for Choice' were compared by displaying all significant environmental, economic, and social impacts, Also contained in this Appendix is a summary of the institutional analysis which proposed arrangements for implementation of each of the final plans and a summary of the public interaction in the planning process. The recommended plan is described in the last chapter.

This appendix presents the documentation of the engineering analyses which formed the basis of the designs and costs of wastewater management systems. To a certain extent, the design and cost information was refined in an interative fashion similar to the refinement of the plans themselves. The Design and Cost Appendix presents the development and methodology of the engineering analyses as well as the detailed design and cost of the final plans. The Plan Formulation Appendix documents all significant events and decisions involved in the formulation, evaluation, and selection of wastewater management plans. Other supporting appendices, presenting detailed information on particular elements of the Study include the following: Impact Assessment and Evaluation, Institutional Analysis, and Public Involvement. Also included is the Speciality Appendix which presents detailed analyses of investigations that either overlapped the other appendices or were of particular interest to participants in the Study. These investigations were: the Outlying Communities, river recreation, nonstructural measures, land application, non-point source pollution, and industrial wastewater management. A general profile of the Study Area is contained in the Background Information Appendix.

The public involvement program was an essential part of the Binghamton Wastewater Management Study. This appendix describes the public involvement program as strategies were delineated, alternatives formulated, and plans refined. The public was defined as any person or agency outside the Corps of Engineers. Thus, coordination with other Federal agencies, with State and local governments and elected officials, and with the general public was considered essential in the Binghamton Wastewater Management Study. The overall purpose of the public involvement program was: To promote full public understanding of the manner and means by which water resource problems and needs were investigated and solutions proposed; To keep the public fully informed regarding the status and progress of the Study and the results and implications of planning activities; and To solicit from the public their opinions and perception of problems, issues, concerns, and needs, their preferences regarding water resource use and plan development, and any other information and assistance relevant to the planning process.
