En septembre 2010, dans notre livre « Le réveil du dragon », nous avions analysé les caractéristiques de la déroute multiforme des pays impérialistes en déclin. Nous avions alors montré que les illusions de la "reprise économique" se dissiperaient rapidement devant la réalité du mur de la dette. Dans le même temps, nous avions montré que l'émergence de l'impérialisme chinois ne faisait que débuter, et que face à celle-ci, ses concurrents se trouveraient de plus en plus démunis et impuissants. Ainsi, comme nous allons le voir dans ce nouveau livre, même l'actuelle flambée du recours aux méthodes coloniales apparaît n'être qu'un bien éphémère sursis. Un sursis synonyme d'aveu d'impuissance, au moment où les élites des pays impérialistes en déclin apparaissent de plus en plus en difficulté, sur la scène nationale comme internationale.

A wide range of natural hazards pose major risks to the lives and livelihoods of large populations around the world. Man-made disasters caused by technological failures, industrial accidents, spillages, explosions, and fires, compound this threat. Since 9/11, security threats based on violence (terrorism, insurgency, and civil strife) have attracted much governmental attention and a great deal of public resources. As the scale, frequency, and intensity of disasters and crises have dramatically increased over the last decade, the failures in responding to these crises have prompted a critical need to evaluate the way in which the public sector responds to disaster. Drawing on a mixed research methodology with a strong qualitative character, this book traces the political impact of the British National Party in the UK, the Front National in France and the Lega Nord in Italy by exploring their contagion effects on immigration politics and policy in particular over the patterns of inter-party competition, public behaviour and policy developments. Thought-provoking reflection on culture, colonialism, and the remainders of empire in Belgium after 1960 The degree to which the late colonial era affected Europe has been long underappreciated, and only recently have European countries started to acknowledge not having come to terms with decolonisation. In Belgium, the past two decades have witnessed a growing awareness of the controversial episodes in the country’s colonial past. This volume examines the long-term effects and legacies of the colonial era on Belgium after 1960, the year the Congo gained its independence, and calls into question memories of the colonial past by focusing on the meaning and place of colonial monuments in public space. The book foregrounds the enduring presence of “empire” in everyday Belgian life in the form of permanent colonial markers in bronze and stone, lieux de mémoire of the country’s history of overseas expansion. By means of photographs and explanations of major pro-colonial memorials, as well as several obscure ones, the book reveals the surprising degree to which Belgium became infused with a colonialist spirit during the colonial era. The end of the twentieth century, which was marked by multiparty democracy in Eastern European entities and Third World countries, moved Cte dIvoire to adhere to the new democratization system in 1990. Nine years later, the territory registered its first bloodless state coup. On September 19, 2002, the country was shared into two parts with human losses and damages when President Gbagbo was on official visit to Italy. After different attempts in negotiations (Linas-Marcoussis (2003), Pretoria agreement (2005), and the Political Agreement of Ouagadougou (2007)), for some protagonists, international organizations and NGOs, the perfect conflict resolution was about running elections so that the former peaceful land could regain its image of a prosperous and stable country. The elections that were delayed six times came to pass, and two presidents came out of the scrutiny. Gbagbo was proclaimed victorious by the Ivorian Constitutional Council, while Ouattara was acknowledged by the Independent Electoral Commission. Once more, the country fell into a postelection crisis. Meanwhile, the African Union, the European Union, the USA, the French Licorne, and the United Nations urged President Gbagbo to step down since Ouattara was considered the happy winner of the scrutiny. The refusal of Gbagbo cost human losses and led to his arrest on April 11, 2011. Nowadays, the country is not unified and reconciled, but it will have the 2015 elections.
