Activities in higher education during the biennium 1924-1926 do not seem to have been inspired merely by the desire to pacify criticism of details or to patch up weak spots in the educational fabric. The tendency was to "raise the previous question concerning the functions of colleges and universities and to modify procedures to serve more perfectly the purposes accepted as basic.
