In this report, the International Joint Commission assesses progress in implementing the Great Lakes Water Quality Agreement. It addresses several annexes to the Agreement and the Canadian & United States government responses to their commitments, in co-operation with state, provincial, & other levels of government. The report also emphasizes the parties' binational program responses. It reviews achievements of Remedial Action Plans and Lakewide Management Plans; the response to the problem of persistent toxic substances; commitments & initiatives to reduce non-point source pollution from land use activities and from toxic & pollutant threats from shipping; the management & availability of information & data; the development of indicators to monitor progress; and the addressing of other issues such as public involvement. Recommendations to address issues of concern are found throughout & listed at the end.
