Excerpt from Biennial Report of the Department of Labor: July 1, 1944 to June 30, 1946 As provided under Section 7310 c) of the Consolidated Statutes of North Carolina, the annual report of the Commissioner of Labor shall be made on or before January first of the year in which the General Assembly shall be in session and shall be accompanied by recommendations of the Commissioner of Labor with reference to such changes in the law applying to or affecting labor conditions as the Commissioner may deem advisable. The activities of the Department are adequately covered in the reports submitted to me by the heads of the various divisions, which reports comprise the main body of this report. There fore, I shall confine my statements to a brief summary of the work of the Department, together with my recommendations in regard to our needs in order to improve the Service of the Department of Labor and for changes and improvements in the labor laws which seem to me to be essential in order for us to function in the manner prescribed by law in the improvement of working conditions. I sincerely trust that you will be able to pass these recommendations on to the members of the 'general Assembly with your endorsement. Since I am aware of your earnest desire for the needs of the working people of our State to be efficiently served by just and proper laws, I am confident that my recommendations are in accord with your opinions and desires.
