Book Description
Foreign assistance is critical. It conveys America's humanitarian values. It helps protect America's national security. And it helps countries address dire poverty and develop so that they can better provide for their own people. Our foreign assistance system is broken. We ignore this reality at our peril. The American people, and those in the developing world striving for a better life, deserve a better foreign assistance system. The American people have a right to expect that when the United States Government spends their hard-earned dollars for international assistance and development programs the money is spent wisely on attainable objectives tied to our national and moral interests. The American people have a right to know that when they call upon our government to help people overseas stop the suffering from disease, famine, and other catastrophes, their tremendous compassion and generosity will yield tangible results. The American people have a right to demand that the best possible tools are in place to permit any administration to conduct a robust foreign policy. For nearly [twenty two] months, this bipartisan Commission interviewed, at home and abroad, many of the world's foremost experts on U.S. foreign assistance. We spoke with current and former Secretaries of State. We met with leaders of U.S. Government agencies involved with foreign assistance. We met for more than two days straight with an international group of experts, testing and examining our preliminary findings under multiple alternative scenarios for the future. We consulted scholars, contractors, non-governmental organizations (NGOs), businesses and aid recipients, and studied previous reform efforts and reports. Opinions and recommendations varied. But not one person appeared before this Commission to defend the status quo. -- exec. summ. (p.7).

Foreign Aid Reform

Foreign Aid Reform PDF Author: Susan B. Epstein

Book Description
In Jan. 2006, Sec. of State Rice announced the ¿transformational development¿ initiative to bring coordination and coherence to U.S. aid programs. She created a new Bureau, which developed a Strategic Framework for Foreign Assistance to align aid programs with strategic objectives. The Framework became a guiding force in the FY 2008 and FY 2009 budgets, as well as the FY 2010 budget request. Numerous studies have addressed various concerns and provided recommendations regarding U.S. foreign aid policy, funding, and structure. Of the 16 recommendations, only enhancing civilian agency resources has the support of all of the studies covered in this report. This report is a review of selected studies written between 2001 and 2008. Table.

Reforming and Reorganizing U.S. Foreign Assistance

Reforming and Reorganizing U.S. Foreign Assistance PDF Author: Jeanne Shaheen
Publisher: Rowman & Littlefield
ISBN: 1442280263
Category : Political Science

Pages : 51

Book Description
This is the final report of the bipartisan CSIS Task Force on Reforming and Reorganizing U.S. Foreign Assistance. As the Trump administration attempts to curb government spending, particularly in foreign assistance, this study reviews past attempts at reorganizing the U.S. Agency for International Development (USAID) and the U.S. Department of State, and it provides recommendations for the new administration. The task force consisted of former civil and foreign service officers and is co-chaired by Senator Jeanne Shaheen (D-NH) and Senator Todd Young (R-IN). The report addresses the potential damage that can occur if these budget cuts are not done in an informed and effective manner. It suggests that an uninformed merger of USAID/State could damage U.S. national security and prosperity and adversely affect U.S. leadership and impact abroad. The task force members have lived and worked through the Obama and Bush administrations and have important perspectives on how such reform and reorganization can be done in a productive way to maximize efficiency and resources.
