"The purpose of this paper is to illustrate how the KC-46, the next generation tanker, will improve air superiority and enable fighter and bomber aircraft to persist in a Chinese Air Defense Identification Zone (ADIZ) environment. The paper examines China's pursuit of an expansive ADIZ in the South and East China Seas (SCS)/(ECS) and the negative impacts of their pursuit on the global commons. This paper discusses one advantage China has that the U.S. military will need to counter through the capability enhancements of the KC-46. The methodology followed in this research is the problem/solution approach. The paper's key findings demonstrate the current United States Air Force (USAF) tanker fleet's inadequate capability to persist in a current environment of Chinese anti-access/area-denial environment (A2/AD), given China's strategy and improvements in capability. Additionally, the research reveals that China's ADIZ poses a threat to the current U.S. forward bases in Japan, and South Korea. The paper's recommendations include continued U.S. military sponsorship of the next generation tanker through improved funding for development and production through 2027. Further, the paper recommends additional or alternate forward basing locations in the Pacific region"--Abstract.

Evans Award On 1 January 1929, a tri-engined Fokker C-2 aircraft, with a crew of five aboard, climbed into the southern California sky. This aircraft, dubbed the Question Mark, was not history's first air refueling mission, but it played a crucial role in the beginning of air refueling efforts and in the development of the US Army Air Corps. In fact, the first attempts at air refueling started in 1921 with five-gallon gas cans. On 2 October 1921, a US Navy lieutenant in the back of a Huff-Daland HD-4 used a grappling hook to snag a gas can from a float in the Potomac River, and on 21 November, a wing walker with a gas can strapped to his back climbed from an airborne Lincoln Standard to a Curtiss JN-4 and proceeded to pour the gas into the aircraft's tank. While these two publicity stunts deserve mention, the first air-to-air refueling using a gravity-flow hose occurred in 1923. Earlier that year, the US Army Air Service had equipped two De Haviland DH-4Bs with inflight hoses. After installation, testing, and preparation, the Army Air Service was ready to put it to use, and on 27 June, one of the DH-4s flew a 6-hour and 38-minute flight that included two air refuelings. Testing continued through much of 1923 until 18 November, when the hose became entangled in the right wings of the two aircraft. Lieutenant P. T. Wagner, the pilot of the refueler, was killed in the accident.

"Adaptive basing is an emerging concept that is critical to the success of future Air Force operations against a near-peer enemy, like China or Russia, in an Anti-access/area denial (A2/AD) environment. The concept of adaptive basing aligns with the guidance outlined in the 2018 National Defense Strategy, The United States Air Force Strategic Master Plan, and the idea of the Third Offset. A myriad of interservice, joint, and coalition coordination efforts and exercises are already happening as the USAF pursues a flexible model to conduct warfighting in future operations. Incorporating our joint and coalition partners is allowing the U.S. to expand upon the concept and provide opportunities for new successes in the future. Additionally, creative and innovative Airmen are paving the way for a future fight against a highly capable force. Lastly, the USAF is moving in the right direction on adaptive basing, but there are still several logistical challenges that must be addressed to make it effective. Adaptive basing is a concept that centers around relatively small packages of fighter assets and support teams that are rapidly deployable to both established and unestablished bases around the world. Furthermore, these packages are intended to be extremely mobile and flexible so that we can keep our assets on the move, reducing the enemy's ability to plan strikes against them. The teams deployed with the assets are highly trained and able to conduct a myriad of tasks in support of operations. The 2018 National Defense strategy directs the United States Military "to be strategically predictable, but operationally unpredictable."
