The U.S. Department of Energy (DOE) Uranium Mill Tailings Remedial Action (UMTRA) Project consists of the Surface Project (Phase I) and the Ground Water Project (Phase II). Under the UMTRA Surface Project, tailings, radioactive contaminated soil, equipment, and materials associated with the former uranium ore processing at UMTRA Project sites are placed into disposal cells. The cells are designed to reduce radon and other radiation emissions and to minimize further contamination of ground water. Surface cleanup at the Monument Valley UMTRA Project site near Cane Valley, Arizona, was completed in 1994. The Ground Water Project evaluates the nature and extent of ground water contamination that resulted from the uranium ore processing activities. The Ground Water Project is in its beginning stages. Human health may be at risk from exposure to ground water contaminated by uranium ore processing. Exposure could occur by drinking water pumped out of a hypothetical well drilled in the contaminated areas. Adverse ecological and agricultural effects may also result from exposure to contaminated ground water. For example, livestock should not be watered with contaminated ground water. A risk assessment describes a source of contamination, how that contamination reaches people and the environment, the amount of contamination to which people or the ecological environment may be exposed, and the health or ecological effects that could result from that exposure. This risk assessment is a site-specific document that will be used to evaluate current and potential future impacts to the public and the environment from exposure to contaminated ground water. The results of this evaluation and further site investigations will be used to determine a compliance strategy to comply with the UMTRA ground water standards.

The Monument Valley Uranium Mill Tailings Remedial Action (UMTRA) Project site in Cane Valley is a former uranium mill that has undergone surface remediation in the form of tailings and contaminated materials removal. Contaminated materials from the Monument Valley (Arizona) UMTRA Project site have been transported to the Mexican Hat (Utah) UMTRA Project site for consolidation with the Mexican Hat tailings. Tailings removal was completed in February 1994. Three geologic units at the site contain water: the unconsolidated eolian and alluvial deposits (alluvial aquifer), the Shinarump Conglomerate (Shinarump Member), and the De Chelly Sandstone. Water quality analyses indicate the contaminant plume has migrated north of the site and is mainly in the alluvial aquifer. An upward hydraulic gradient in the De Chelly Sandstone provides some protection to that aquifer. This water sampling and analysis plan recommends sampling domestic wells, monitor wells, and surface water in April and September 1994. The purpose of sampling is to continue periodic monitoring for the surface program, evaluate changes to water quality for site characterization, and provide data for the baseline risk assessment. Samples taken in April will be representative of high ground water levels and samples taken in September will be representative of low ground water levels. Filtered and nonfiltered samples will be analyzed for plume indicator parameters and baseline risk assessment parameters.

The tailings and other contaminated material at this site were placed in a disposal cell on the site in 1986 by the US Department of Energy's (DOE) Uranium Mill Tailings Remedial Action (UMTRA) Project. Currently, the UMTRA Project is evaluating groundwater contamination. This risk assessment is the first document specific to this site for the Groundwater Project. This risk assessment follows the approach outlined by the US Environmental Protection Agency (EPA). The first step is to evaluate groundwater data collected from monitor wells at the site. Evaluation of these data showed that the main contaminants in the floodplain groundwater are arsenic, magnesium, manganese, nitrate, sodium, sulfate, and uranium. The complete list of contaminants associated with the terrace groundwater could not be determined due to the lack of the background groundwater quality data. However, uranium, nitrate, and sulfate are evaluated since these chemicals are clearly associated with uranium processing and are highly elevated compared to regional waters. It also could not be determined if the groundwater occurring in the terrace is a usable water resource, since it appears to have originated largely from past milling operations. The next step in the risk assessment is to estimate how much of these contaminants people would be exposed to if a drinking well were installed in the contaminated groundwater or if there were exposure to surface expressions of contaminated water. Potential exposures to surface water include incidental contact with contaminated water or sediments by children playing on the floodplain and consumption of meat and milk from domestic animals grazed and watered on the floodplain.
