The purpose of this report is to present a compilation and analysis of data concerning the behavior of the base surge and related surface phenomena produced by underground explosions in the Dugway Tests in Soils and the Operation JANGLE HE Tests. These two sets of data were combined in order to provide a wide range of charge weight and charge depth and to determine some of the effects of soil properties on surface phenomena. The formulas and conclusions presented herein were obtained almost entirely from records of TNT charges weighing from 320 to 320,000 lb fired at scaled depths in dry clay, dry sand, and wet clay.

Base surge and related surface phenomena produced by underground TNT explosions at depths scaled to the JANGLE underground shot are described. Empirical formulas showing the effect of charge weight on column and jet are listed and a method of scaling base surge flow for various charge weights and depths is presented. The cloud phenomena formed by the JANGLE surface shot are described briefly and compared with TNT results. Measurements of the base surge, column, jet, and smoke crown produced by the JANGLE underground shot are presented. The data indicate that column size can be predicted on the basis of TNT measurements but that overall cloud heights do not scale because of the thermal energy of the fireball. Froude scaling of the JANGLE base surge data shows a slower rate of growth and a smaller extent than the surges formed by scaled TNT explosions. A method is presented for predicting the rate of growth and maximum extent of base surges formed by atomic weapons with different energies than the JANGLE one kiloton bomb, but scaled to the same depth. The book describes the causes and effects of transient (water hammer) events in liquid-filled pipes, and describes how the powerful and stable Wave Plan Method (WPM) can be used to address transients during surge modeling. The authors compare and contrast WPM with the Method of Characteristics (MOC), which is the other widely-used surge analysis tool. While MOC can be useful for many situations, the larger and more complex a model becomes, the more the computational efficiency of WPM is necessary to avoid longer and longer analysis times. The authors also describe how WPM is more generalizable than MOC, which is a term that describes a suite of tools consisting of several variants that were developed to address different modeling situations. This book provides details on surge modeling in general and the use of WPM in particular. This includes pressure attenuation, determination of wave speeds in different pipe types and various liquid media, pump and turbine characteristics curves, and the effects of boundary conditions. The discussion of boundary conditions includes an extensive look at the effects of the air-water interface as it applies to bulk air intrusion into pipelines, and as it relates to the use of air/vacuum valves as surge protection. The authors discuss surge protection design for different real-world scenarios, and how to model of a full list of surge control devices, including a detailed discussion of check valves. Last, the book describes the assumptions and uncertainties encountered during data collection and model building, and examines the potential effect of these uncertainties. Where uncertainties cannot be mitigated, the authors discuss ways to increase the safety factor of surge protection designs.

On May 13, 2005, the Secretary of Defense submitted proposed base realignment and closure (BRAC) actions to an independent commission for its review. The Commission must submit its recommendations to the President by September 8, 2005, for his acceptance or rejection in their entirety. Congress has final action to accept or reject these recommendations in their entirety later this year. The law required that GAO issue a report on the Department of Defense's (DoD) recommendations and selection process by July 1, 2005. GAO's objectives for this report were as follows: (1) determine the extent to which DoD's proposals achieved its stated BRAC goals, (2) analyze whether the process for developing recommendations was logical, and (3) identify issues with the recommendations that may warrant further attention. Time constraints limited GAO's ability to examine implementation details of most of the individual recommended actions. DoD had varying success in achieving its 2005 BRAC goals of reducing excess infrastructure and producing savings, furthering transformation, and fostering jointness. While DoD proposed a record number of closures and realignments, exceeding all prior BRAC rounds combined, many proposals focused on reserve bases and relatively few on closing active bases. Projected savings are almost equally large, but most savings are derived from 10 percent of the recommendations. While GAO believes savings would be achieved, overall up-front investment costs of an estimated $24 billion are required, and there are clear limitations associated with DoD's projection of nearly $50 billion in savings over a 20-year period. Much of the projected net annual recurring savings (47 percent) is associated with eliminating jobs currently held by military personnel. However, rather than reducing end-strength levels, DoD indicates the positions are expected to be reassigned to other areas, which may enhance capabilities but also limit dollar savings available for other use7.
