This book presents a multi-layered analysis of the situation in Central Europe after the collapse of the Austro-Hungarian Empire. Disentangling a controversial history of turmoil and progress, this Handbook provides essential guidance through the complex past of a region that was previously known as the Balkans but is now better known as Southeastern Europe. It gathers 47 international scholars and researchers from the region. They stand back from the premodern claims and recent controversies stirred by the wars of Yugoslavia’s dissolution. Parts I and II explore shifting early modern divisions among three empires to the national movements and independent states that intruded with Great Power intervention on Ottoman and Habsburg territory in the nineteenth century. Part III traces a full decade of war centered on the First World War, with forced migrations rivalling the great loss of life. Part IV addresses the interwar promise and the later authoritarian politics of five newly independent states: Albania, Bulgaria, Greece, Romania, and Yugoslavia. This book explores the path that led to the Treaty of Rapallo (1920) between Italy and the new Kingdom of the Serbs, Croats and Slovenes, later the Kingdom of Yugoslavia, in the aftermath of the First World War, when the territories of the former Austro-Hungarian Empire were allotted to new and existing states, with regard as far as possible to the nationalities of the people living in the various territories in addition to the future of Montenegro and Albania. Based on vast archival documentation and published sources, the contributors to this book discuss the nature of the disputes which arose in the Adriatic area, often as the result of the inhabitants of the different territories being of several nationalities, and examine how the disputes were concluded. Whilst young ladies in the Victorian and Edwardian eras were expected to have many creative accomplishments, they were not expected to travel unaccompanied, and certainly not to the remote corners of Southeast Europe, then part of the crumbling Ottoman Empire. During the phases of mobile warfare, the ethnically and religiously very heterogeneous population in the border regions of the multi-ethnic empires suffered in particular. Even if the real military situation in the course of the war hardly gave cause for concern, the image of disloyal ethnic and national minorities was widespread. This was particularly the case when ethnic groups lived on both sides of the border and social and political tensions had already established themselves along ethnic or religious lines of conflict before the war. Displacements, deportations and mass violence were the result. The genocide of the Armenian population is the most extreme example of this development. This anthology examines the border regions of the Ottoman, Russian and Habsburg empires during the First World War with regard to radical population policy and genocidal violence from a comparative perspective in order to draw a more precise picture of escalating and deescalating factors.
