Este libro trata, desde diferentes posturas y marcos valorativos, la docencia, la investigación y la extensión y difusión de la cultura en el nivel superior durante la autodenominada Cuarta Transformación. Evidentemente hay coincidencias de referencia en la mayor parte de los artículos porque toman en cuenta hechos que están presentes: hay una nueva regulación con respecto a la educación superior: un nuevo artículo tercero constitucional, una nueva Ley General de Educación Superior, un extemporáneo Programa Nacional de Educación superior publicado a fines de 2023, un nuevo CONAHCyT, nuevas reglas del Sistema Nacional de Investigadores. Casi todos los articulistas comparten los principios y objetivos de la Cuarta Transformación: la educación superior como un derecho y por ende la obligación del estado de proporcionarla; una educación incluyente, sobre todo para aquellos que históricamente han sido excluidos; una educación superior que sea gratuita en un corto plazo y universal para todos aquellos egresados de la educación media superior que deseen continuar sus estudios; una ciencia que contribuya a resolver los grandes problemas nacionales; un nuevo sistema de evaluación y acreditación de instituciones, programas, académicos y estudiantes; la construcción de un nuevo sistema de información que sea confiable, oportuno y accesible. Está claro para todos los participantes que la intención del presidente de la República, recogida y avalada por la Subsecretaría de Educación Superior y el CONAHCyT fue y es marcar una ruptura con los 30 años de un conjunto políticas públicas “neoliberales” y tratar de proponer una nueva perspectiva para la educación superior. En el balance que hacen los autores de lo realizado en el sexenio se reconocen algunos avances, pero se documenta que están lejos de cumplir medianamente las expectativas. Tres son los factores más mencionados: a) una vuelta al centralismo en la toma de decisiones en lugar de buscar la participación de las instituciones; b) una notoria ausencia de políticas públicas para llevar a cabo los propósitos; y c) un incumplimiento flagrante del ejecutivo y del legislativo al no asignar los fondos establecidos en la Ley General de educación superior para atender gradualmente la universalización y gratuidad y, además, una reducción del presupuesto, a pesos constantes, del presupuesto asignado a la educación superior, la ciencia y la tecnología.

Based on twenty case studies of universities worldwide, and on a survey administered to leaders in 101 universities, this open access book shows that, amidst the significant challenges caused by the COVID-19 pandemic, universities found ways to engage with schools to support them in sustaining educational opportunity. In doing so, they generated considerable innovation, which reinforced the integration of the research and outreach functions of the university. The evidence suggests that universities are indeed open systems, in interaction with their environment, able to discover changes that can influence them and to change in response to those changes. They are also able, in the success of their efforts to mitigate the educational impact of the pandemic, to create better futures, as the result of the innovations they can generate. This challenges the view of universities as "ivory towers" being isolated from the surrounding environment and detached from local problems. This open access book offers a comparative study of eight ambitious national reforms that sought to create opportunities for students to gain the necessary breath of skills to thrive in a rapidly changing world. It examines how national governments transform education systems to provide students opportunities to develop such skills. It analyses comprehensive education reforms in Brazil, Finland, Japan, Mexico, Peru, Poland, Portugal and Russia and yields original and important insights on the process of educational change. The analysis of these 21st century skills reforms shows that reformers followed approaches which are based on the five perspectives: cultural, psychological, professional, institutional and political. Most reforms relied on institutional and political perspectives. They highlight the systemic nature of the process of educational change, and the need for alignment and coherence among the various elements of the system in order. They underscore the importance of addressing the interests of various stakeholders of the education system in obtaining the necessary impetus to initiate and sustain change. In contrast, as the book shows, the use of a cultural and psychological frame proved rarer, missing important opportunities to draw on systematic analysis of emerging demands for schools and on cognitive science to inform the changes in the organization of instruction. Drawing on a rich array of sources and evidence the book provides a careful account of how education reform works in practice.
