Fighting for Peace in Somalia

Fighting for Peace in Somalia PDF Author: Paul D. Williams
Publisher: Oxford University Press
ISBN: 0198724543
Category : Business & Economics
Languages : en
Pages : 387

Book Description
Fighting for Peace in Somalia provides the first comprehensive analysis of the African Union Mission in Somalia (AMISOM), an operation deployed in 2007 to stabilize the country and defend its fledgling government from one of the world's deadliest militant organizations, Harakat al-Shabaab. The book's two parts provide a history of the mission from its genesis in an earlier, failed regional initiative in 2005 up to mid-2017, as well as an analysis of the mission's six most challenges, namely, logistics, security sector reform, civilian protection, strategic communications, stabilization, and developing a successful exit strategy. These issues are all central to the broader debates about how to design effective peace operations in Africa and beyond. AMISOM was remarkable in several respects: it would become the African Union's (AU) largest peace operation by a considerable margin deploying over 22,000 soldiers; it became the longest running mission under AU command and control, outlasting the nearest contender by over seven years; it also became the AU's most expensive operation, at its peak costing approximately US$1 billion per year; and, sadly, AMISOM became the AU's deadliest mission. Although often referred to as a peacekeeping operation, AMISOM's troops were given a range of daunting tasks that went well beyond the realm of peacekeeping, including VIP protection, war-fighting, counterinsurgency, stabilization, and state-building as well as supporting electoral processes and facilitating humanitarian assistance. Destabilising Interventions in Somalia

Destabilising Interventions in Somalia PDF Author: Debora Valentina Malito
Publisher: Routledge
ISBN: 1351122495
Category : Political Science
Languages : en
Pages : 185

Book Description
This book is a critical reading of contemporary interventionism, exploring how interventions shape the course of conflicts and reconciliation processes in Somalia. In a critical departure from the state-capacity consensus that has dominated the debate on terrorism and state failure, this book argues that conflict and sovereignty transformations in Somalia cannot be understood as the result of a gap in state-capacity, as multiple interventions have compromised the autonomy of the target state and society to act as sovereign. Destabilising Interventions in Somalia focuses on the humanitarian intervention of the mid-1990s, the Ethiopia–Eritrean regional proxy war in the late 1990s and the Global War on Terror in the 2000s. Examining the politics and mechanisms of multiple interventions, this book shows how interveners complicate and amplify existing conflicts, how they reiterate the international dimension of the conflict itself, and how they orient the target state towards the outsourcing of sovereignty functions. Key to this process has been the violent and exclusionary nature of interventions grounded in the aspiration of transforming existing political orders. Destabilising Interventions in Somalia will be of interest to students of African peace and conflict studies, international intervention and International Relations.

Somalia Between Jihad and Restoration

Somalia Between Jihad and Restoration PDF Author: Shaul Shay
Publisher: Routledge
ISBN: 1351488791
Category : Political Science
Languages : en
Pages : 216

Book Description
Since 1991 Somalia has been defined as a failing state, one that lacks an effective central government. The vacuum of power in Somalia, in turn, enabled Al Qaida and other radical Islamic organizations to find allies and refuge in there. Shay's account shows how the presence of radical Islamic entities in the area, alongside local problems and conflicts, has turned Somalia into a focal point in the global war against terror. On June 5, 2006, the Islamic Courts Union (ICU) declared victory in its struggle against the Alliance for the Restoration of Peace and Counter Terrorism (ARPCT), a coalition of U.S. backed warlords. Shortly after their victory announcement, the ICU implemented a Taliban-style radical Islamic rule. The rule of the ICU was brief. In December 2006 they were defeated by a coalition of the Transitional Federal Government (TFG) and Ethiopian forces. In spite of the ICU's defeat, internal conflict in Somalia between the ICU and the interim government of Somalia (TFG), backed by Ethiopia, is still far from concluded. Shay shows how the internal conflict may spill over into other nations, creating a larger regional theater of Jihad. He also provides some ideas on how to prevent the foundation of a new radical Islamic state that could become a haven of the Islamic terror in the Horn of Africa. This volume is instructive in demonstrating the consequences of destabilisation. It will be of interest to foreign policy analysts, regional specialists, and strategists in the war against terror.
