Due said he fears a "catastrophe" if a conflict interferes with food shipments or if a change of government results in distribution being assumed by international aid organizations without participation of Iraqi civil servants. "There's no alternative to the current system," he said. "There's no way we could create something else that would work half as well as theirs."
