Automatic speaker recognition (ASR) systems, capable of identifying a person based on voice input alone, have a wide range of potential applications in Navy environments. They could provide access control to restricted areas, equipment and information. They could verify the identity of users of various communication channels, or verify computer users through terminals accepting voice input. This report presents the results of a survey conducted to determine which type of application offers the best potential use of ASR for the Navy. The survey results also give a rough indication of the operational requirements of ASR systems in Naval environments. In designing an ASR system for a particular application there are a number of factors regarding the user and the environment that must be taken into consideration. These factors, and their impact on the operational requirements, are discussed in detail. The appendix of this report outlines the various approaches to ASR and the major ASR systems described in the literature. (Author).

This is a technical assessment paper intended for use by engineers and research scientist working on the development and integration of Automatic Speech Recognition (ASR), it will cover the state of speech and recognition technologies with emphasis on noise robust command and control (C2) application. The reliable elimination of the keyboard and mouse in mounted and un-mounted C2 systems has been a desire of systems developers and requirements writers since the development of PC-based ASR systems in the early 1990's. However, current research and commercial quality ASR applications never had the noise robustness to support a truly tactical C2 application. As ASR achieved limited operational success in noisy environments around the 2002 timeframe, the C2 requirements evolved to include the emerging system of systems approach and multilingual operational environments in support of the Global War On Terrorism (GWOT) in such environment's, the system must understand not just words as commands (ASR), but to understand phrases and sentences (semantic and syntactic) and reply in a conversational manner (speech and natural language generation). If the keyboard and mouse are to be truly eliminated, a system now needs to conduct a natural conversation with an operator and possibly others in the operational environment. This paper will cover the advances, limitations, and reasonable expectations from several levels: Research Scientist and Engineers, Program Executive Office (PEO), Program Manager (PM), and requirements office. I will also discuss the major technical challenges that remain as well as some risk assessment to help decision makers align expectations with reasonable availability dates based on current and future research efforts.

The US Army Communications/Electronics Research, Development and Engineering Center (CERDEC) at Fort Monmouth, NJ has been at the forefront of the research and development of speech recognition technologies for the tactical military environment for over twenty years. This includes the development of specialized techniques and technology to provide reliable performance in high noise environments. Additionally, unique to this technology is the ability to recognize whispered speech that is barely audible at one meter. The whispered speech recognition capability permits voice activation of C2 equipment during covert operations, such as urban house-to-house and room-to-room fighting, which requires the soldiers to maintain both hands weapons and an eyes-alert posture. This paper will presents a discussion of the unique and specialized requirements for a militarized speech recognizer, as well as the tactical advantages of militarized speech recognition technology as it could be applied in several C2 applications and environments. Additionally, this paper will present the results of a comparison study, which was performed between a custom military speech recognition technology and various manual input modalities, including keyboard and trackball, for activating a selected C2 application. The results of this paper demonstrate a clear superiority of continuous speech recognition over discrete speech recognition in both metrics, and a tradeoff of task execution speed for error rate for continuous speech recognition verses manual input.
