In late 1999, Australia undertook its most significant external militaryoperations since the Vietnam War--the intervention to stem the violence andbloodshed following East Timor_s August 1999 vote to separate fromIndonesia. This book examines key developments leading to the deployment ofthe International Peacekeeping Force for East Timor (INTERFET) and assessesthe impact of this intervention on Canberra_s future defense, security, andforeign policy planning. The author finds that future Australian-Indonesianrelations are unlikely to exhibit the cordiality of Prime Minister PaulKeating_s era, but will instead be guided by a more-businesslike and frankstyle of engagement. The author also finds that the 2000 Defence WhitePaper, which was issued in the aftermath of the INTERFET intervention toprovide a long-term plan for restructuring Australia_s armed forces forrapid deployments to areas of regional unrest, is both ambiguous andopen-ended. A defense review like the white paper could result in aresource-deprived force structure, contribute to a somewhat confusedSoutheast Asian policy, and generate unfounded expectations of whatAustralia is able and willing to do in terms of its alliance commitmentswith the United States and associated contributions to coalition warfare.

This book explains the exceptional nature of the East Timor intervention of 1999, and deals with the background to the trusteeship role of the UN in building the new polity. All of these developments had an important impact on regional order, not least testing the ASEAN norm of 'non-interference'. Australian complicity in the Indonesian occupation of East Timor was a major factor in the persistence of Indonesian rule in the territory which was maintained for twenty-five years despite international censure and which required an unremitting campaign against the independence movement. This event crystallized the reversal of a foreign policy orthodoxy that for the best part of 25 years had regarded Australia's role as one of inexorable integration into an economically dynamic Asia. Yet the fracturing of political stability in the region following the Asian financial crisis of 1997/8 graphically revealed the fallacies that underpinned this assumption. This study examines why a largely successful tradition of Australian foreign and defence policy, which emphasized direct intervention to help stabilize Southeast Asia, was abandoned in the 1970s and 1980s in favour of an ultimately failed attempt to redefine Australia as an Asian country. The consequences of that failure is that instead of being at the forefront of the Pacific Century, Australia now finds itself on the front line of the New World Disorder.

East Timor's violent transition to independence, which began early in 1999, presented the Australian Government with a significant foreign policy crisis. This crisis was not sudden, totally unexpected or ultimately threatening to Australia's survival. But the crisis consumed the attention of Australian leaders, saw significant national and international resources employed, and led to the largest operational deployment for the Australian Defence Force since the Vietnam War. This crisis also created a significant rupture in the hitherto carefully-managed relationships between Australia and its important neighbor, Indonesia. The events of September 1999 ultimately led to the birth of a new nation and the deaths of many people who might have otherwise expected to enjoy that independence. In this major study, David Connery examines how the Australian Government - at the political and bureaucratic levels - developed and managed national security policy in the face of this crisis. The events, and the policymaking processes that both led and followed, are reconstructed using sixty interviews with key participants. This study identifies certain characteristics of crisis policymaking in Australia that include a dominant executive, secrecy, external actors and complexity.

This volume explores the varied outcomes that self-determination movements around the world have achieved, and in particular seeks to understand what factors promote better outcomes and what factors promote worse ones. Rather than focusing on the metric of achieving independence, the project evaluates the quality of societies after independence, including such elements as economic strength and political resilience, and it analyzes what factors contribute to different outcomes. The study finds that the single most determinative factor in the success of any independence movement is frequently beyond the control of such a movement, often relating to the global and historical contexts in which the movement finds itself. However, a whole host of factors are within the control of such a movement, but movements do not always seek to act on many of them. Activists become so convinced in the justness of the independence cause that they do not focus on actions that would contribute to greater success after independence.
