The ASI 'Topics in Atomic and Nuclear Collisions' was organized in Predeal from August 31 to September 11. It brought together people with a broad interest in Atomic and Nuclear Physics from several research institutes and universities in Ro mania and 16 other countries. The school continues a tradition that started on a small scale back in 1968, fo cussing mainly on current problems in nuclear physics. Though the organizing of this edition started very late and in very uncertain economic and financial conditions, it turned out to be the largest meeting of this type ever organized in Romania, both in topics and participation. There were many applicants for participation and grants, considerably more than could be handled. The selection made by the local organizing committee was based on the following criteria: a proper balance of atomic and nuclear physicists, a broad representation of people from Research Institutes and Universities, a balanced par ticipat!on with respect to age, sex, nationality and observance of ASI requirements.

When, in my capacity as President of the Societe de Chimie physique, I opened the 24th Annual Meeting of this Society, devoted this year to 'molecular motions in liquids', I was stirred by a particular emotion. This had two reasons, one general and the other rather personal. I would like to give an explanation in the Foreword to this volume of communications to the Meeting and their ensuing discussions. An essential characteristic of science is its international nature. It is like a symphony composed of contributions by all the countries playing together as an orchestra in unison. Just as a melody has different 'colours' when played by strings or woodwinds, so there exist similar 'colour' differences, subtle ones, between scientific contributions from different countries, rooted as they are in their own cultural history and liable to impoverish the ensemble if they should cease to participate. I have always had an impression of marked 'colour' differences prevailing among American, Russian, Japanese and European contributions, although within the latter group the timbre is very much the same. This is why I have dreamed of a European 'chamber orchestra' in addition to the great world orchestra.

Dans un premier temps, nous établissons une méthode basée sur les fonctions B-splines qui permet de décrire avec précision l'ensemble de la structure énergétique du système atomique. Dans le second temps, nous développons une approche non perturbative de type spectrale, basée sur la résolution exacte de l'équation de Schrödinger dépendante du temps, pour décrire l'atome d'hydrogène en interaction avec un champ laser. Nous proposons particulèrement une représentation réaliste d'une impulsion laser à dérive fréquence. Finalement, nous étudions le processus d'ionisation au dessus du seuil de l'atome d'hydrogène soumis à une impulsion à dérive de fréquence.
