This report documents a study of the feasibility of using automatic vehicle identification (AVI) technology and automatic vehicle monitoring (AVM) technology for purposes of traffic management. Several traffic management strategies for which AVI or AVM may potentially be useful are examined in detail: congestion pricing, traffic restraint, truck restrictions, preferential lane usage, corridor control, and traffic signal control. For each application, the relative costs and effectiveness of AVI or AVM as opposed to the best non-AVI method are compared. General conclusions on the applicability of AVI and AVM to traffic management are presented.
