The Conference purpose was to present an overview of problems which motorists have in understanding traffic control devices; to examine various methods for evaluating traffic control device understanding, including discussions of past and potential future techniques; and to obtain audience input on evaluating the feasibility of developing a standardized testing procedure for motorist understanding of TCD's. This Circular contains edited presentations from the Conference Session and a Research Problem Statement which addresses the development of a standardized motorist testing procedure for use in evaluating TCD effectiveness.
