The Army developed its Regionally Aligned Force initiative as a response to a changing strategic environment as well as a way to ensure that the Service more effectively meets the requirements of the geographic combatant commanders. This Army initiative is expected to provide combatant commanders a force that will bring additional capability, capacity, and continuity to their theater security cooperation programs. While there are numerous benefits for the Army and the geographic combatant commanders in successfully implementing this initiative, the Service and the Department of Defense will have to overcome several significant challenges for the Regionally Aligned Force to become a viable force employment concept. This research project first explores the strategic context and background of the Regionally Aligned Force concept development, then discusses the qualities of these forces, next examines the potential benefits they will bring to a combatant commander, and concludes by considering some of the most significant challenges with implementing the initiative as well as recommendations to help ensure its success.

In recent years, a general consensus has developed that employing the instruments of power effectively requires close cooperation between all the parts of government that wield the instruments of national power; Diplomatic, Informational, Military and Economic. In particular, the Department of State (DoS) must be fully integrated with the Department of Defense (DoD). Historically, close cooperation between the DoS and the DoD has presented a challenge as the two organizations have culturally been at odds. In short, the DoD prepares for crises, the DoS aims to avoid them. This study outlines a planning framework for cultivating multinational force compatibility (MFC) with armies that are not traditional allies. Such coalition partners are increasingly important to the Army in the post-9/11 security environment. Multilateral military operations are often now conducted by coalitions of the willing rather than by alliances, and many of these ad hoc coalitions include key contingents that have no history of sustained peacetime cooperation with the U.S. Army. The Army has only very limited resources available to enhance compatibility with non-allied partner armies, especially compared to the resources devoted to compatibility with traditional allies such as the United Kingdom. The challenge of enhancing compatibility and building partnership capacity with non-core partner armies therefore requires an innovative approach to planning.

The military engagement team (MET) conducts security cooperation engagements with regional military partners in the designated Army Service component command (ASCC) area of responsibility (AOR). These engagements develop relationships and enhance partner capabilities and interoperability, thereby supporting regional stability and security. The purpose is to expand the ASCC's access and influence in the AOR. The MET utilizes its extensive military and civilian skills to promote conditions for cooperation, regional security, and regional stability one engagement and one relationship at a time.The MET is guided by country plans and coordinated efforts involving the ASCC; regionally aligned forces (RAF); and country desk officers (CDOs), military assistance programs, and the Offices of Military Cooperation within the U.S. Embassy. These programs all fall under the umbrella of international military affairs (IMA). The MET succeeds when it enhances the relationships between the ASCC and regional military partners, increases partner nations' interoperability and capability, and contributes to regional security and stability. There is currently one permanent MET assigned to United States Army Central Command (ARCENT) and stationed in Kuwait. The ARCENT MET is active in the Middle East and Central Asia.

Security cooperation activities conducted by Department of Defense (DoD) entities with other nations' defense organizations range from the very visible--training, equipping, and exercising together--to those that are less obvious, such as holding bilateral talks, workshops, and conferences and providing education. Yet it is often challenging to determine if these activities have contributed to U.S. objectives. This monograph, based on themes that emerged from a May 2008 assessment workshop held at RAND that included DoD security cooperation assessment experts, planners, and program managers, lays out a framework for security program assessment in terms of five general areas: setting direction, designing assessments, preparing for assessment, conducting assessments, and explaining assessments to others. Participants stressed the need for injecting a greater level of objectivity into the overall assessment process, thus moving away from the current, largely self-assessment approach to security cooperation programs.
