Roadblocks and ambushes have made travel dangerous in many parts and expatriate missionaries and aid workers have left. Many public servants have abandoned their posts with the result that state services are not provided. Corruption is rife. Police are often reluctant to act because they are outnumbered and outgunned. This volume brings together a number of authors with deep experience of the Southern Highlands to examine the underlying dynamics of resource development and conflict in the province. Its primary purpose is to provide some background to recent events, but the authors also explore possible approaches to limiting the human and economic costs of the ongoing conflict and breakdown of governance.

This collection builds on previous works on gender violence in the Pacific, but goes beyond some previous approaches to ‘domestic violence’ or ‘violence against women’ in analysing the dynamic processes of ‘engendering’ violence in PNG. ‘Engendering’ refers not just to the sex of individual actors, but to gender as a crucial relation in collective life and the massive social transformations ongoing in PNG: conversion to Christianity, the development of extractive industries, the implanting of introduced models of justice and the law and the spread of HIV. Hence the collection examines issues of ‘troubled masculinities’ as much as ‘battered women’ and tries to move beyond the black and white binaries of blaming either tradition or modernity as the primary cause of gender violence. It relates original scholarly research in the villages and towns of PNG to questions of policy and practice and reveals the complexities and contestations in the local translation of concepts of human rights. This case study examines contemporary experiences of conflict in four contexts: Papua New Guinea, with particular reference to the island of Bougainville and the Highlands region; Solomon Islands; and Vanuatu. We find common themes in these experiences, despite the regions famous sociolinguistic diversity, fragmented geography and varied experience of globalization. Melanesia offers distinctive lessons about how conflict may be understood, promoted and avoided. The paper is organized in two broad parts. The first part is contextual. It provides a brief account of conflict and violence in social life before and after colonization. It then tracks, largely chronologically, through the local, national and transnational dimensions of contemporary conflict, how it was avoided, how it has changed, and how it has been managed in different contexts. Particular attention is given to global and regional influences, and to how governments, local people, and external security, development and commercial actors, have worked to mitigate and, at times, exacerbate conflict. The second part of the case study is more analytical. It steps back from the particulars to address themes and propositions in the overall conceptual framing of World Development Report (WDR) 2011 about the nature of conflict, and the underlying stresses and interests that may render it more likely. Part two draws lessons from the histories and contexts discussed in part one. The report organizes these around three themes that reflect views shared with us by people during consultations. The first highlights the need to recognize conflict as an inherent part of social change and thus the need to distinguish between socially generative social contest, and forms of conflict that are corrosive and destructive. The second examines how the ways people 'see' and understand the world directly shapes systems of regulation and 'the rules of the game' and thus directly affect responses to conflict. The third theme argues that capable and legitimate institutions to regulate social contest requires not just capable state institutions, but as much, relationships with local and international agents and organizations operating below and above the state.

Papua New Guinea’s general election in 2007 attracted particular interest for several reasons. Not only did it follow what was widely acknowledged as the country’s worst election ever, in 2002 (in which elections in six of the country’s 109 electorates were declared to be ‘failed elections’), it was the first general election to be held under a new limited preferential voting system. It also followed the first full parliamentary term under the Organic Law on the Integrity of Political Parties and Candidates, which had been introduced in 2001 in an attempt to strengthen political parties and create a greater degree of stability in the national parliament, and was the first to embrace a ‘whole-of-government’ approach to electoral administration, through an Interdepartmental Electoral Committee. This volume provides an analysis of the 2007 election, drawing on the work of a domestic monitoring team organized through the National Research Institute, and several visiting scholars. It addresses key issues such as voter education, electoral administration, election security, the role of political parties, women as candidates and voters, the shift to limited preferential voting, and HIV transmission, and provides detailed accounts of the election in a number of open and provincial electorates. It is generally agreed that the election of 2007 was an improvement on that of 2002. But problems of electoral administration and voting behaviour remain. These are identified in this volume, and recommendations made for electoral reform.
