[This] study is an attempt to determine if the integration of the two Santa Cruz and Monterey intercity passenger rail efforts could yield measurable financial and efficiency benefits; and whether an additional service that joined the two main destinations (Santa Cruz and Monterey) could attract significant ridership to justify its costs and have an impact on regional mobility. [It also considers the] use of Diesel Multiple Unit (self-propelled) passenger rail cars instead of traditional locomotive hauled cars. The study develops operating plans, documents capital and operating costs, suggests a financing scheme and proposes institutional arrangements to carry out the proposed programs.
