The principal audience for ATP 4-0.6 is personnel of all grades and levels performing in sustainment information support positions. It is also applicable to personnel assigned to operations commands and staffs and provides both of these groups with information necessary to conduct effective sustainment information support planning and operations. Commanders, staffs, and subordinates ensure their decisions and actions comply with applicable U.S., international, and, in some cases, host-nation laws and regulations. Commanders at all levels ensure their Soldiers operate in accordance with the law of war and the rules of engagement. (See Field Manual [FM] 27- 10.) ATP 4-0.6 uses joint terms where applicable. ATP 4-94 provides an overview of the theater sustainment command (TSC) and an expeditionary sustainment command (ESC)'s roles, and functions, information on strategic partners, the organization, and guidance within the context of decisive action. ATP 4-94 establishes Army doctrine for operational-level theater deployment and sustainment by providing overarching doctrinal direction for Army operations conducted in support of unified land operations. Major changes from FM 4-94 include clarifying the role of the ESC within unified land operations, primarily, that the TSC can deploy an ESC when the TSC determines that a forward command is required, or when task organized directly under the mission command of a Corps or Army forces (ARFOR). ATP 4-94 also introduces Global Combat Support System-Army materiel management levels. This is a fundamental materiel management information system change, which is being fielded to the total Army force. It provides basic doctrinal discussion on the organization and operations of the Army Field Support Brigade. The primary target audience for this field manual includes: Headquarters Department of the Army, Army commands, theater armies, direct reporting units, and supported units at all levels.The Army Field Support Brigade (AFSB) is a small, mission focused, highly modular organization built around a tailored modified table of organization and equipment (MTOE) and an augmentation table of distribution and allowances (TDA) structure. The AFSB is assigned to the US Army Materiel Command's (USAMC) Army Sustainment Command (ASC). AFSBs leverage USAMC national-level provider capabilities and assist in the coordination of acquisition logistics and technology (ALT) support (less medical) to the operational Army. Each AFSB can request assistance and/or support from USAMC and the Assistant Secretary of the Army for Acquisition, Logistics and Technology (ASA[ALT]) to meet specific mission requirements. When deployed in support of contingency operations, and when directed by their higher echelon, the AFSB will normally be placed under the operational control (OPCON) of the supported theater Army. This OPCON authority is normally delegated to the theater sustainment command (TSC) or expeditionary sustainment command (ESC) as appropriate.The AFSB combines various USAMC assets into a single brigade level unit that plans for and synchronizes USAMC national-level provider support to US Army forces.
