Defence Industries in the 21st Century explores the transformation in the global defence industrial production through examining the interaction between international and domestic factors. With the global defence industry and arms market likely continue to expand and mature, the ways in which this progression could influence international politics remain obscure. In practice, as the contents of this book show, the defence industrial bases and arms export policies of emerging states display significant variance. This variance is the result of a unique balance between domestic and international factors that has shaped the defence industrialisation behaviour and policies of the less industrialised states. With the transition to lower U.S. military force levels, near-term reductions in defense procurement seem inevitable. Budget pressures will dictate not only that smaller quantities of individual weapon systems be acquired but also that many long-enduring production lines be shut down. In addition, production lines of new weapon systems may well be dismanfled soon after the initial production runs are complete. At the same time, the United States must maintain a capability to respond to regional conflicts that threaten U.S. interests and to reconstitute its forces in the event of extended conflicts. Indeed, reconstitution is one of the four foundations of the new national military strategy enunciated by President George Bush in 1990. In this report, we examine one promising reconstitution option: activating the industrial base to produce major weapon systems whose production lines have been shut down. This report examines the following major production-restart issues: cost and schedule relative to those of new programs, measures to ameliorate the problems of restart, criteria for selecting restart candidates, and alternative reconstitution strategies. The specific questions we set out to answer and the conclusions we reached are as follows.

A 1995 Presidential Executive Order established a board to advise the president on implementing a policy on conventional (nonnuclear) arms and technology transfer. The board was to study the factors that contribute to the proliferation of strategic and advanced conventional military weapons and technology and the policy options the United States might use to inhibit such proliferation. Shrinking federal budgets have made exports of all kinds, including weapons, an attractive means of shoring up a country's industrial base. The heart of the problem is striking a balance between the preservation of military production and a healthy industrial base on the one hand, and restraining exports that proliferate advanced weapons. Foreign policy, national security, and economic interests that are served by the approval or denial of weapons sales can be compelling, but often pull in different directions. Striking the right balance among cross-cutting priorities is the key to an effective weapons transfer policy. This report discusses trends in the international arms markets, how transfers of weapons and technology are controlled, the economics of arms exports, and the relationship between arms exports and a country's economy.
