This book examines the circumstances under which aid can contribute to the management and transformation of intra-state conflicts. How and when do insurgents govern? How does the presence of aid and social services influence how insurgents govern? Under what circumstances can aid contribute to the management and transformation of civil wars? The established literature in this area argues that aid exacerbates civil wars where resources are scarce as greedy rebels steal resources for themselves. This book, however, argues that under certain conditions such greed can be good. Drawing on primary research from three very different conflicts – Northern Ireland (1969–1998), southern Sudan (1983–2005) and Tajikistan (1992–1997) – and more than 10 years’ experience working in and researching humanitarian crises, this study breaks new ground through its wide-ranging comparison of conflicts. The book argues that insurgent efforts to reap rewards from aid and social services have in turn facilitated organizational changes and that these changes, while they may have had conflict-enhancing effects in the short term, have also contributed to conflict transformation over the long term. How are platforms such as Facebook and Twitter used by citizens to frame contentious parades and protests in ‘post-conflict’ Northern Ireland? What do these contentious episodes tell us about the potential of information and communication technologies to promote positive intergroup contact in the deeply divided society? These issues are addressed in what is the first in-depth qualitative exploration of how social media were used during the union flag protests (December 2012-March 2013) and the Ardoyne parade disputes (July 2014 and 2015). The book focuses on the extent to which affective publics, mobilised and connected via expressions of solidarity on social media, appear to escalate or de-escalate sectarian tensions caused by these hybrid media events. It also explores whether citizen activity on these online platforms has the potential to contribute to peacebuilding in Northern Ireland.

In the wake of the Good Friday Agreement, the redevelopment of the former Girdwood Army Barracks in North Belfast was hailed as a ‘symbol of hope’ for Northern Ireland. It was a major investment in a former conflict zone and an internationally significant peacebuilding project. Instead of adhering to the tenets of the Agreement, sectarianism dominated the regeneration agenda. Throughout the process, politicians, community groups and paramilitaries wrangled over the site’s future, and territorial contest won out over housing need. After eleven years of negotiation and £11.7 million, the EU-funded Girdwood Community Hub opened its doors to the public in 2016, but its impact has been underwhelming. The Hub’s redevelopment is a microcosm of the peace process itself, and the ways in which post-Agreement politics have failed to deliver a ‘shared future’ for the people of Northern Ireland, twenty-five years on. This ethnography provides a lively account of Girdwood’s redevelopment and a wry critique of the fractious political context around it. Through flânerie and encounter, the author brings us across peace walls, into community meetings and behind the scenes of decision-making in Northern Ireland. Girdwood’s story also sheds light on how power, politics and territory intersect in divided cities globally.

By drawing on social movement theories, this book explains how terrorist movements decline, using the case of Irish Republicanism. The continuity of terrorism and political violence from generation to generation demonstrates the need to go beyond a focus on groups or individuals in order to explain how terrorism ends. The concept of de-radicalisation has been critiqued for its lack of explanatory value in accounting for disengagement from terrorism or how the risk of terrorism re-emerging is reduced. However, building on the morphogenetic approach, this book distinguishes between structure/culture and agency over time in order to analyse the causal influence between the two. Two processes are analysed: disengagement framing processes explain how actors change attitudes to violence and the book identifies which factors ensure frames resonate with audiences; and social movement de-radicalisation accounts for the outcomes of disengagement in initiating structural change which transforms the landscape the next generation finds itself in. The fundamental aim of the book is to provide theoretical and conceptual insights into how terrorism can not only come to an end, but can be prevented from emerging to be a significant threat again within a society. This book will be of much interest to students of terrorism and political violence, social movement theory, British and Irish Politics, war and conflict studies, security studies and IR in general.
