A cultural resources inventory of proposed flood control right-of-way lines and areas at Halstad, Minnesota was conducted in 1981. One previously recorded prehistoric site, Riverside, is located within the existing levee right-of-way line. Four previously unrecorded historic sites were located, and of these, three (South Cemetery, Homestead, and Log Building) are within the proposed right-of-way lines. Recommendations include: 1) modify flood control plans to avoid all cultural resource sites within the right-of-way 2) avoid the South Cemetery by implementing a bypass and 3) conduct further cultural resource research at any site that cannot be avoided. The goal was to locate, identify, and evaluate historical and prehistoric cultural resources within the project area and to make specific recommendations as to the potential need for further testing. A thorough and comprehensive literature search and records check was conducted at the Office of the State Archaeologist, State Historic Preservation Office, Moorhead State University, Norman County Historical Society, Clay County Historical Society, Norman and Clay County Soil Conservation Service as well as the Mankato State University Library. Additionally, several interviews were conducted with professional archaeologists knowledgeable of the project, county historical society and Soil Conservation Service personnel, local collectors and several landowners. Ground surface reconnaissance was conducted at a 15 meter interval on the 100' corridor of the 65.5 linear miles included in the project. Also, 104 subsurface shovel tests were placed in areas (1) where the ground cover did not allow for adequate visual examination; (2) which had a high potential for site location; and (3) as a verification of the surface reconnaissance results. No cultural material was recovered as a result of either the ground surface reconnaissance or the shovel testing. Based upon these results, no significant cultural resource will be altered, damaged, or destroyed as a result of proposed construction activities.

This report details the results of a literature search of three possible historic sites and a Phase I field survey of eleven district Project Areas in and adjacent to the city of Rochester, Olmsted County, Minnesota. The literature search included state, county, and city records, monographs and secondary sources, primary documents and records, and photographs in the city of Rochester, the Minnesota Historical Society, and the Olmsted County Historical Society. The majority of the Project Areas have been heavily disturbed by urban development and natural erosion and deposition. Archaeological potential, on the whole, is low. The proposed levee designated for Project Area 1 will run between structures which comprise a National Register of Historic Places site. According to Corps sketch maps, this levee, as currently planned, will destroy one of the stone structures entirely. Relocation of the levee is recommended.

This literature and records search was conducted to determine if known historic and/or prehistoric sites within the flood control project area at the Redwood River between river miles 64.7 and 72.6, exist and to estimate the potential of additional sites. The literature and records searched indicated no recorded prehistoric sites in the project area; however, archaeological survey and testing program should be conducted because of the extremely high site potential along the Redwood River. The only recorded historic building in the project area, the Lyon County Court House in Marshall, will not be affected by the proposed action. (Author).
