Excerpt from Annual Reports of the Department of the Interior: For the Fiscal Year Ended June 30, 1900 The legal status of the several tribes has undergone no change dur ing the past year, and the duties Of the commission, as well as the methods of their discharge, remain substantially the same as have been minutely detailed in former reports. Therefore little more need be required for a full understanding Of the present condition Of the work of the commission than an account of the progress that has been made along the same lines and by the same methods already, and especially in the last annual report of the commission, presented with a fullness of detail to which but little can be added. It is proper, however, before entering into that detail to call atten tion to the great improvements in the conditions under which this work has been prosecuted and the gratifying indications of a more rapid advance in the future to a successful attainment, with the acquiescence of the tribes themselves, Of the end sought in the creation of this com mission, viz.: a reorganization of the relations existing between them and the General Government. First and fundamental in any such reorganization, as understood by the commission, is a change from communal holding in the separate tribes of all tribal property to sepa rate individual titles among their citizens as nearly alike in all the tribes as possible. Thus it is hoped by a consequent uniformity of political institutions to lay the foundation for an ultimate common government, made possible through a common interest and general desire in them all. This has been the end aimed at in all the endeavors of the commission. The chief difficulty encountered from the begin ning has been the inability to Obtain the acquiescence and cooperation Of the tribes themselves, without which any change in their titles guaranteed to them by treaty is impossible. These obstacles and their cause have been in former reports sufficiently brought to the attention of the Government, and it is desired at this time only to refer to the gratifying changes in this respect under which the work of the commission is now being prosecuted.
