Excerpt from Annual Report of the Sub-Department of Health, Department of Public Safety, to the Mayor and City Council of Baltimore: For the Fiscal Year Ended December 31, 1903 The births reported were: White males, white females, colored males, 815; colored females, 804; total of white and colored, Still-births, 741. The birth rate per thousand of population was: White, colored, for the entire population, It will be seen that while the death rate among the colored population was greater than that of the white population, at the same time the birth rate of the former was considerably greater than that of the latter. Unfortunately, the returns of birth are incomplete, it being estimated that not more than 65 per cent. Of the births are reported to the department, andit is, therefore, impossible to make any comparisons between the birth rate of the white population and that of the colored population. From the evidence at hand, however, it is apparent that the fecundity of the colored race in Baltimore is greater than that of the white race.
