This book focuses on a seldom discussed topic despite its immeasurable impact on the health of the citizens and public health in Hong Kong—the development of outpatient medical services and their contributions. In the early 20th century, Chinese elite organized and operated a number of Chinese Public Dispensaries in Hong Kong and Kowloon, initially to reduce the prevalence of “dump bodies” on the streets during epidemics of smallpox or plague, and to determine the cause of death of these bodies. Later other services including domiciliary deliveries by trained midwives were added. The government founded similar clinics in the New Territories. After WWII, the government took over all the Chinese Public Dispensaries and operated them as general outpatient clinics. Over the years, more general clinics and special clinics were developed. These clinics helped improve the health indices of the population to those of the Western countries by the 1970s. Hong Kong's one great physical asset is its port. Throughout the one hundred and thirty years of the Colony's history its economy has depended to an important degree on this asset. In this book Dr T. N. Chiu describes and explains the pattern of port development in Hong Kong, where he sees the present structure of port activities as the product of a long period of economic, demographic and political developments. One of the most persistent themes is that in the laissez-faire economic environment that has prevailed in the Colony, port development is due less to internal demand than to external stimulant, which keeps changing the port's relative locational value. Development since the industrialization of the 1950S represents the culminating stage in the struggle to stay high in the emerging hierarchy of ports. The author gives a balanced estimate of what has been accomplished and evaluates the planning of specialized port development in the context of the recent technological revolution in port activities. Hong Kong's economy has in common with the trend in most developing economies a firm orientation towards overseas markets, but the more or less unique circumstance in the Colony make this book particularly welcome. As Asian education systems increasingly take on a stronger presence on the global educational landscape, of special interest is an understanding of the ways in which many of these states direct their schools towards higher achievement. What is missing, however, are accounts that take seriously the particular construction of the strong, developmental state witnessed across many Asian societies, and that seek to understand the politics and possibilities of curriculum change vis a vis precisely the dominance of such a state. By engaging in analyses based on some of the best current social and cultural theories, and by illuminating the interactions among various state and non-state pedagogic agents, the chapters in this volume account for the complex post-colonial, historical and cultural consciousnesses that many Asian states and societies experience. At a time when much of the educational politics in Asia remains in a state of transition and as many of these states seek out through the curriculum new forms of social control and novel bases of political legitimacy, such a volume offers enduring insights into the real if not also always relative autonomy that schools and communities maintain in countering the hegemonic presence of strong states.
