Excerpt from Annual Report of the Chief Signal Officer of the Army to the Secretary of War for the Year 1889, Vol. 1 of 2 Each official of this Service has been given full credit for the fore casting work done by him, his name appearing in the Monthly Weather Review, with percentages of successful work as regards the prediction of weather, the display of storm signals, and cold-wave warnings. In Appendix 3 will be found the yearly summary, wherein appears the relative standing of each official, both in detail and for the year. The present system of signals, adopted two years since, is most advantageous and satisfactory, as it gives clear and definite informa tion. By the use of two flags and two pennants the general public are informed whether the storm is to be light or severe, whether its centre is approaching or has finally passed the station, and from what quarter high winds are expected. The yellow cautionary signals indi cate winds which it is believed will be dangerous to light craft or illy provided vessels, while the red storm flag indicates the more danger ous and violent gales. Several railways continue the service, however, and it proves in these cases, as before, a rapid and generally satisfactory means of disseminating the indications. This office continues to furnish indications and forms for displaying them to any railway which desires to co-operate with this Bureau. As the service is voluntary and unpaid, it is found often the case that Operators neglect to post the bulletins with that regularity which the important character-of the work calls far. Excerpt from Annual Report of the Chief Signal Officer to the Secretary of War Arranged in the Form of a d104-Book Designed, for Use in the Signal Service School of Instruction at Fort, 1886, Vol. 2 of 2 The Object of the following work has been to Select from the material on hand some of the more important principles, methods, and results arrived at, mostly during the last quarter Of a century, and to present them in the form of a text-book of the higher meteorology, supplement ary to more elementary works, for use in the meteorological work of the Signal Service. The subject, however, has become now so vast, embracing so many things of very great interest and importance, that justice cannot be done to it in one volume of moderate size. Much, therefore, of great interest is necessarily either excluded entirely or only briefly referred to. This has especially been done in the case of papers which are well known and accessible. No space could be given to a description and explanation Of the many recent inventions and improve men ts in meteorological instruments for making and recording observa tions. If the work seems therefore defective it is hoped that the omissions will be found to be in some measure supplied by the numer ous references through the work to books and papers from which, in general, further details can be obtained, and likewise much additional and useful matter on the subject under consideration.
