Excerpt from Annual Report of the Adjutant-General of the State of North Carolina for the Year 1900 The work of reorganizing and equipping the Guard, which was begun in 1899, has been steadily and systematically prosecuted during the present year While I have been unable to fully accomplish my desires in this direction, and while there are many things of much importance that yet remain to be done, still I am pleased to report that the year, as a whole, has been marked by a healthy and gratifying advance. There is a manifest increase of interest in all branches of the service. The officers and enlisted men have exercised much patience, and they are to be commended for their zeal in striving against all obstacles to put the Guard upon a higher plane and to promote its efficiency. It gives me great satisfaction to note the desire of the officers to comply with the law and regulations governing the Guard. They are to be commended for the many sacrifices made by them in their efforts to serve the State. I shall hail with delight the day when North Carolina follows the good example of her sister States in the matter of providing ample appropriation for her troops. The dignity of our Commonwealth, State pride, the preservation of life, the protection of property and the prompt enforcement of the law, all demand that the State Guard shall be cared for in a becoming manner. The time has come when the necessity for a well-regulated and properly equipped and disciplined military force is apparent. As far as practicable inefficient commands have been weeded out, and all possible means employed for making the force a thoroughly reliable, efficient military body. It is now a well-known and recognized fact that the days of the old-fashioned "Militia," with their antiquated arms, equipments, uniforms, &c., to say nothing of their utter want of anything like organization, system or discipline, have passed away forever, (in many States by legislative enactment, ) to be supplanted by a new military system, not only more in accordance with the spirit but also the necessities and requirements of the present age. As the right arm of the law and a wall of defense between order and lawlessness, conservators of the peace, and a terror to evil doers, the State Guards are now, as a rule, throughout the entire country, regarded in their respective States with the utmost pride and respect, and no pains are spared to make their organization and efficiency as complete as possible. To make the State Guard of North Carolina second to none in point of practical efficiency, and to keep abreast, as far as possible, with the progress made in other States, has been the constant aim and desire of the present administration, with what success the present condition of the Guard must attest. Excerpt from Annual Report of the Adjutant General of the State of North Carolina: For the Year 1890 The North Carolina State Guard consisted at the close of the last year of twenty-eight companies of Infantry (white), one troop of Cavalry (white), and one company of Infantry (colored), numbering in the aggregate (including officers of the General Staff and Brigade and Regimental staffs) 1,505 officers and men. During the year two new companies have been mustered into the service - namely, Company F, Second Regiment, and Company F, Third Regiment - and one company, which was formerly Company A, Second Regiment, has been allowed to withdraw from the State Guard and resume its former status as an independent company, under a charter granted in 1819; thus making, at present time, twenty-nine companies of Infantry (white), one troop of Cavalry (white) and one company of Infantry (colored), with an aggregate of 1,478, including all officers and men. The regimental organizations of the Guard are the same as they were at the date of my last report, except that Major B. B. Goins, commanding First Battalion (colored), having tendered his resignation as Major of the battalion, it was accepted and the battalion formation disbanded. Excerpt from Annual Report of the Adjutant-General of the State of North Carolina: For the Year 1881 Sir: - I have the honor to submit herewith my annual report for the year 1881. The accompanying exhibit contains a complete register of the military force of the State, an abstract of the muster rolls, a statement of the receipts and disbursements of ordnance and ordnance stores, the general orders and circulars issued during the past year, a tabulated form showing the location of the companies, papers relating to the Yorktown expedition, and matters pertaining to the Plymouth riot - all of which I respectfully commend to the attention of your Excellency. The most notable event of the year in the history of the State Guard was the participation of a part of the force in the celebration of the surrender of Lord Cornwallis at Yorktown. We carried fourteen companies of infantry, organized in two provisional battalions, aggregating 507 men; accompanied by an excellent volunteer brass band of thirty pieces.
