Book Description
Animal Welfare - Importation of Live Dogs (US Animal and Plant Health Inspection Service Regulation) (APHIS) (2018 Edition) The Law Library presents the complete text of the Animal Welfare - Importation of Live Dogs (US Animal and Plant Health Inspection Service Regulation) (APHIS) (2018 Edition). Updated as of May 29, 2018 We are amending the regulations to implement an amendment to the Animal Welfare Act (AWA). The Food, Conservation, and Energy Act of 2008 added a new section to the AWA to restrict the importation of certain live dogs. Consistent with this amendment, this rule prohibits the importation of dogs, with limited exceptions, from any part of the world into the continental United States or Hawaii for purposes of resale, research, or veterinary treatment, unless the dogs are in good health, have received all necessary vaccinations, and are at least 6 months of age. This action is necessary to implement the amendment to the AWA and will help to ensure the welfare of imported dogs. This book contains: - The complete text of the Animal Welfare - Importation of Live Dogs (US Animal and Plant Health Inspection Service Regulation) (APHIS) (2018 Edition) - A table of contents with the page number of each section

Book Description
Animal Welfare - Retail Pet Stores and Licensing Exemptions (US Animal and Plant Health Inspection Service Regulation) (APHIS) (2018 Edition) The Law Library presents the complete text of the Animal Welfare - Retail Pet Stores and Licensing Exemptions (US Animal and Plant Health Inspection Service Regulation) (APHIS) (2018 Edition). Updated as of May 29, 2018 We are revising the definition of retail pet store and related regulations in order to ensure that the definition of retail pet store in the regulations is consistent with the Animal Welfare Act (AWA), thereby bringing more pet animals sold at retail under the protection of the AWA. Specifically, we are narrowing the definition of retail pet store to mean a place of business or residence at which the seller, buyer, and the animal available for sale are physically present so that every buyer may personally observe the animal prior to purchasing and/or taking custody of that animal after purchase, and where only certain animals are sold or offered for sale, at retail, for use as pets. Retail pet stores are not required to be licensed and inspected under the AWA. In addition, we are removing the limitation on the source of gross income from the licensing exemption in the regulations for any person who does not sell or negotiate the sale of any wild or exotic animal, dog, or cat and who derives no more than $500 gross income from the sale of the animals other than wild or exotic animals, dogs, or cats during any calendar year. We are also increasing from three to four the number of breeding female dogs, cats, and/or small exotic or wild mammals that a person may maintain on his or her premises and be exempt from the licensing and inspection requirements if he or she sells only the offspring of those animals born and raised on his or her premises, for pets or exhibition. This exemption applies regardless of whether those animals are sold at retail or wholesale. These actions are necessary so that all animals sold at retail for use as pets are monitored for their health and humane treatment. Book Description
Passed by Congress in 1966, the Animal Welfare Act (AWA) sets general standards for humane care and treatment that must be provided for certain animals that are bred for commercial sale, sold sight unseen (Internet sales), exhibited to the public, used in biomedical research, or transported commercially. The Animal and Plant Health Inspection Service (APHIS) has published the Animal Welfare Act and Animal Welfare Regulations, known as the "Blue Book," as a tool to improve compliance among our licensees and registrants and to enhance the consistency of inspections by our field inspectors. The Blue Book consolidates into one source the AWA and the applicable regulations and standards. These regulations must be followed by those responsible for the care and handling of animals, including farmers. In addition, animal activists, lawyers, American citizens, zoologists, wildlife rehabilitator specialists, veterinarians, pet care and grooming organizations and their staff, other animal caretakers,USDA employees, and students pursuing research for essays and papers relating to animal rights and care may be interested in these regulations. Book Description
This is a print on demand edition of a hard to find publication. For decades, the public has been concerned that lost or stolen dogs and cats could be used in research. The U.S. Dept. of Agriculture's (USDA) Animal and Plant Health Inspection Service (APHIS) is responsible for the licensing and oversight of dealers who provide animals for research. Random source Class B dealers -- who generally obtain dogs and cats for research from individuals, pounds, and other dealers -- have been the focus of this concern. This report determined: (1) the number of random source Class B dealers; (2) the extent to which APHIS conducts inspections of these dealers and verifies their records; and (3) the costs associated with APHIS's oversight of these dealers compared to other types of dealers. Book Description
Standards for Privately Owned Quarantine Facilities for Ruminants (US Animal and Plant Health Inspection Service Regulation) (APHIS) (2018 Edition) The Law Library presents the complete text of the Standards for Privately Owned Quarantine Facilities for Ruminants (US Animal and Plant Health Inspection Service Regulation) (APHIS) (2018 Edition). Updated as of May 29, 2018 We are amending the regulations for the importation of ruminants into the United States to establish standards for privately owned quarantine facilities. The regulations have authorized the establishment of privately operated quarantine facilities for ruminants, which are subject to approval and oversight by the Animal and Plant Health Inspection Service, but have not provided specific standards for the approval, operation, and oversight of such facilities, with the exception of privately operated quarantine facilities for sheep or goats. Based on recent interest in establishing such facilities for cattle, we are adding standards for privately owned quarantine facilities covering all ruminants to ensure that any facilities that may be approved for this purpose operate in a manner that protects the health of the U.S. livestock population. Contingency Plans - Handling of Animals (US Animal and Plant Health Inspection Service Regulation) (APHIS) (2018 Edition) The Law Library presents the complete text of the Contingency Plans - Handling of Animals (US Animal and Plant Health Inspection Service Regulation) (APHIS) (2018 Edition). Updated as of May 29, 2018 We are amending the Animal Welfare Act regulations to add requirements for contingency planning and training of personnel by research facilities and by dealers, exhibitors, intermediate handlers, and carriers. We are taking this action because we believe all licensees and registrants should develop a contingency plan for all animals regulated under the Animal Welfare Act in an effort to better prepare for potential disasters. This action will heighten the awareness of licensees and registrants regarding their responsibilities and help ensure a timely and appropriate response should an emergency or disaster occur.
