The analysis utilizes data in groupings of different Harmonized Tariff Schedule (HS) Categories to trace where along a hypothetical supply chain did the trade war have a particular effect. This paper serves to add to the foundation of knowledge and literature surrounding the relationship between trade shocks and global supply chains. Over the course of the trade war between the United States and China, key findings would be that the trade war effects were either consistent or inconsistent with expectations of different entities' approach to exporting activities in anticipation of, and during, volatile trade conditions.

This paper considers the indirect impact the recent tariff increases between the US and China can have in third countries through links in global supply chains. We combine data from inputoutput relationships, imports and tariffs, to calculate the impact of the tariff increases by both the US and China on cumulative tariffs for other countries and thus hurt trade partners further downstream in global supply chains. We also show that this is particularly important for tariff increases on Chinese imports in the US. These are likely to be used as intermediates in production in the US, which are then re-exported to third countries. The most heavily hit third countries are the closest trade partners, namely Canada and Mexiko. We estimate that the tariffs impose additional burden of around 500 to 600 million US dollars on these two countries. China's tariffs on US imports have less of an effect.

"China's extraordinary economic growth has had a large impact on the world economy. Between 1995 and 2015, China's share in the world's total exports increased from 3.2% to 13.8%. The effect of China's sudden growth may have affected neighboring, developing economies that possessed a similar make- up to China in terms of labor resources and products produced. This paper attempts to address the effects of China's exports on the magnitude and composition of other countries' exports by analyzing a dataset of bilateral trade flows between countries, covering the period 1988-2016 at a highly disaggregated product level. Including the most recent data will include the exogenous shocks of the US Financial Crisis and the Great Trade Collapse of 2008-2009. Disaggregated products are classified by their sector of industry (e.g., electronics and clothing) and final usage in a global supply chain (e.g., intermediate inputs, final goods, and capital goods). Using a gravity model of trade, we quantitatively investigate both the crowding-out and crowding-in of trade due to China's exports. Standard trade theory of comparative advantage suggests if China is relatively good at exporting certain goods, trading partners will produce less (crowding-out), but those resources can be reallocated to new sectors and stages in global supply chains, increasing exports elsewhere (crowding-in). The results show that China's role exhibits a greater influence in crowding-in and crowding-out final goods relative to its effect on stimulating global supply chains. If China's exports remained constant at its 1988 levels, the rest of the world would have experienced around a 10% decrease in trade."-- from abstract.

The end of the MFA was followed by rising apparel exports, falling prices, and a reallocation of production and employment between countries. There were also significant changes within countries. The first main finding of this report is that export and employment patterns after the MFA/ATC did not necessarily match predictions. While many predicted that production would shift to low-wage countries, this book shows that only 13 percent of variation in export changes post-MFA can be explained by the differences in wage levels. Second, changes in exports are usually, but not always, good indicators of what happens to wages and employment within countries. This is especially important for policy because it shows that simply using exports as a metric of 'success' in terms of helping the poor is not sufficient. Third, the Book identifies the specific ways that changes in the global apparel market affected earnings. The Book shows that wage premiums change in predictable ways: rising (in most cases) in countries that were proactive in adapting to the MFA phase-out and expanded their market shares, and falling in countries that failed to respond in a timely fashion to the changing environment. The Book shows that promoting 'upgrading' (defined as shifting to higher-value goods, shifting up the value chain, or 'modernizing' production techniques) seems to be necessary for sustainable competitiveness in the apparel sector but does not necessarily help the poor. Policies that support upgrading need to be complemented with targeted workforce development to make sure that the most vulnerable workers are not left behind. Having a vision for the evolution of the apparel sector that incorporates developing worker skills seems crucial. Otherwise, less-skilled workers could miss out on opportunities to gain valuable work experience in manufacturing.
