Because of the widespread use of the Global Positioning System (GPS) for positioning, navigation, and timing (PNT), concerns have been expressed that a disruption of GPS might require a national investment in backup capabilities. The authors assess the costs associated with realistic threats to domestic, nonmilitary uses of GPS, and review possible additions to the PNT ecosystem in light of those costs. When the ability of individuals and organizations to adapt to and use existing alternatives and workarounds is taken into account, our analysis suggests that the costs of GPS disruption, while real, would not be as high as is sometimes assumed. When actual GPS jamming events have occurred in the past, users have felt the effects but generally managed to cope without disastrous consequences. Also, we consider it unlikely that any event short of nuclear war would deny all satellite navigation to the entire United States for more than a few days. At the same time, any system that could entirely replace GPS would be comparatively much more expensive than the damages it would mitigate. Therefore, it is difficult to justify extensive investment in more GPS backups, although industry or government might well invest in PNT systems for their other merits, not just as a backup for GPS disruption per se. For example, the federal government is already investing in a system that will improve PNT for phone users in important urban areas, and this incidentally could also serve as a GPS backup.

The Global Positioning System (GPS) currently provides the foundation for our nation’s navigation and timing. GPS's many attributes ensure that it will remain the foundation for decades to come. Yet reliance on GPS is excessive, especially since GPS and its uses are currently fragile, and threats continue to emerge and grow. In response, various alternative sources of position, velocity, and time (PVT) are being advocated, often without adequate assessment or planning for how they can cost-effectively meet future needs and address future threats. A national strategy is needed to efficiently and effectively focus scarce resources, defining a consistent, long-term way ahead. This document describes such a strategy.

The Final Report of the President's Commission on Critical Infrastructure Protection concluded that Global Positioning System (GPS) services and applications are susceptible to various types of interference, and that the effects of these vulnerabilities on civilian transportation applications should be studied in detail. As a result of the report, Presidential Decision Directive (PDD) 63 directed that the Department of Transportation (DOT), in consultation with the Department of Defense (DoD), undertake a thorough evaluation of the vulnerability of the national transportation infrastructure that relies on the Global Positioning System. The Volpe National Transportation Systems Center (RSPA/Volpe Center) conducted a vulnerability analysis of GPS and identified the potential impact to aviation, maritime transportation, railroads, and Intelligent Transportation Systems (ITS). The final report, Vulnerability Assessment of the Transportation Infrastructure Relying on the Global Positioning System was published on August 29, 2001 (Ref.1). This study contained a series of recommendations, which were reviewed and ultimately accepted by the Department's operating agencies. Recommendation sets were made relative to: overarching issues related to GPS vulnerabilities, mitigating the vulnerabilities of the GPS signal to disruption or loss, and mitigating the vulnerabilities of the transportation systems resulting from the disruption or loss of the GPS signal. Addressing this set of Volpe recommendations started with the key question, "What type of backup systems must be in place to mitigate the disruption or loss of GPS?" The answer led to the establishment of a Capabilities Assessment Task Force to develop a recommended capabilities investment strategy for US radionavigation systems to meet transportation infrastructure requirements for the next ten years. This recommendation had to balance the plan to move toward a heavy reliance on satellite navigation with the vulnerabilities of such an approach highlighted in the Volpe Study. According to the study, "Backups for positioning and precision timing are necessary for all GPS applications involving the potential for life-threatening situations or major economic or environmental impact ... The appropriate mix for a given application will result from careful analysis of benefits, costs, and risk acceptance."
