The Agricultural Sector Review aims to provide an up-to-date picture of the current socio-economic situation of the agricultural sector in Lebanon and to identify key challenges and evidence-based strategies for policy-making. The first part provides a detailed overview of Lebanon's agricultural and food systems, including a section focused on the governance the overall policy framework and the specific policies currently governing the sector. The second part of this study consists of an identification of the challenges and issues that are currently affecting and constraining the development of the Lebanese agricultural sector to its full potential. Once identified these challenges, the study proposes several potential strategies and recommendations that could be applied at the policy-making level to drive the improvement of the sector. Finally, we provide a discussion towards a renewed national agricultural strategy; in which we reviewed some lessons learned from previous success stories in the agricultural sector in Lebanon and compile the strengths, weaknesses, opportunities and threats of the agricultural sector.

In this thesis, we will merge into the Lebanese Agriculture Sector, specifically the Bekaa Valley of Lebanon. Study to search excellence in the agriculture and find solutions in making this sector more performant and competitive. This topic was driven by concerns from farmers in our village, Anjar (Bekaa), seeking to make profit from their crops. Unfortunately, the farmers in Lebanon do not have any government support and at the end of the season, if their crops survive they sell them at very low prices to commissioners and not directly to the shops. In order to study the agriculture sector in Lebanon and specifically of the Bekaa valley, we first sought to analyze agriculture situation in Lebanon. Then we did a SWOT analysis and studied the socio-economic background and the agro food sector in Lebanon including water and factors of productions. At the end of the research, we have explored the problem that hinders this sector and find solutions to make the agriculture sector more profitable. In this research, face-to-face interviews and an interview with the president of farmers syndicate Mr. Antoine Hwayek were conducted, in order to study deeply the current agriculture situation of Lebanon. Through this research, we will found that this sector could be profitable and competitive if it is provided by many solutions such as the establishment of a private agricultural bank, laboratories, good government support, and realizable export agreements with the MENA region.

This study identifies value chain (VC) opportunities for women cooperatives, associations and individuals by adopting the FAO Gender-Sensitive Value Chain (GSVC) framework of analysis. In addition to the core and extended VC levels, as well as the national and global enabling environment. This framework adds two dimensions to be analyzed which are the individual and household levels, the areas in which gender inequalities frequently start from. Therefore, adding these two levels of analysis facilitates the systematic integration of gender equality into VC development programmes and projects. In addition to experts for each sub-sector, namely plant production, forestry, fisheries and aquaculture, animal production and agro-processing, this study included a gender consultant who played a major role in the different phases of the study. These included preparing and giving workshops to the sub-sector experts prior to the literature review and analysis, aligning their work within a gender framework, in addition to participating in the data collection phase, where the consultant revised the data collection tools prepared by the sub-sector experts for the Key Informant Interviews (KIIs), Survey and Focus Group Discussions (FGDs) and attended the majority of the KIIs. The consultant additionally revised the analysis of each sub-sector, included a gender assessment and assisted in the study’s reporting.

Within FAO project “upgrading the technical agricultural education system in Lebanon”, in collaboration with ILO and the Ministry of Agriculture (MOA), the Consultation and Research Institute (CRI) conducted in December 2019 this tracer study targeting agriculture graduates from Baccalaureate Technique in the Agriculture (BTA) and Short-Term Courses (STC) for the cohorts from 2016-2017 and 2017-2018. Preparation, field work, and initial analysis were completed in May 2020. This tracer study reviews the employment outcomes of graduates from the agricultural TVET programs, and the extent to which graduates have found employment that allows them to apply the skills acquired through their trainings. This will complement existing studies, e.g. the ILO study on supply and demand in agriculture (2018), and will provide inputs in the work of the Ministry for increased market relevance of its training programmes. More specifically the findings of this study will contribute to the following project objectives: 1) Recommend a policy framework for skills and supply development in the agriculture sector with the private sector; 2) Review the upgraded curricula in the technical schools; and; 3) Propose new skills courses based on the identified trends in the market (demand side).

Agriculture is a small but stable part of the Lebanese economy. Approximately 20 to 25 percent of Lebanon's active population is involved in the sector in one way or another. This note is a synthesis of previous work written on agriculture development in Lebanon and related public expenditures in the sector. It starts with an overview of the agriculture sector in Lebanon and its role and contribution to the economy. Approximately eight percent of Lebanese households live below the poverty line. Among major economic sectors, agriculture has the highest rate of poverty. Over 20 percent of heads of households engaged in this sector are very poor. The North governorate is among the hardest hit areas with one in four agriculture workers likely to be poor. Agriculture sector development could play an important role in pro-poor growth. This note aims to focus on an agriculture sub-sector with significant growth potential. The Strengths, Weaknesses, Opportunities, and Threats (SWOT) analysis explains that Lebanon is relatively more competitive in fruits and vegetables than in cereals and livestock. First, Lebanon is a relatively water scarce country and livestock put a greater strain on water resources than fruits and vegetables. Second, cereals are a lower-value crop than fruits and vegetables, and have more volatile returns. Third, competitiveness in cereal markets requires producing in high volume. Lebanon is a small country that is very dependent on cereal imports, comprising roughly 83 percent of consumption. Thus, profitability is limited by a constraint on economies of scale. Moreover, making significant investments to reduce cereal import dependency may actually reduce food security by putting further strain on Government of Lebanon's (GoL's) fiscal balance, thereby limiting its ability to respond to food-price shocks. Livestock growth is also unattractive from a food security perspective because it would significantly increase domestic demand for cereals, increasing the country's exposure to market volatility.

The report presents local-level priorities, informed by stakeholder input, to build agricultural resilience in both countries. It also aims to look deeper into the motivation of conversion, obstacles in the way, and to consider alternatives. Lebanon is one of the small countries in the Middle East where agriculture plays a huge role in supporting its economy. The United Nations stated that, in total, 6,8 million people reside in Lebanon where the agriculture sector contributes to 2.5% of the Gross Domestic Product (GDP) and offers jobs to more than 11% of the population. Due to a Mediterranean climate and a fair amount of rain, the Lebanese agricultural practice varies along the mountains and coast. With the suitable climate, fertile soil, a high amount of rainfall, and water availability for irrigation, more than 2000 different wild species of plants can grow. This allows for different types of crops as well, including field crops, olives, fruits, vegetables, and many more. This diversity enables not only the benefit to the locals but also the exporting of the harvest to the Arab countries and Europe. In the past, farmers were dependent on certain fruits, mainly citrus (for example lemon, orange, mandarin). These were planted on a 210-km-area along the coast. However, these fruits have suffered during the past decade as a result of socio-political-economic reasons, failing to provide economic support for the local farmers. Nevertheless, farmers showed a potential to shift agricultural practices towards other fruits. The avocado tree showed to be a prominent candidate and its role in agriculture has had a huge development with the help of projects by foreign nations such as the United States (US), The Netherlands, and France. This supported the agriculture sector through the funding of projects and by providing experts to help farmers increase their production to a higher level. Today, avocado farming belongs not only to the important fields of Lebanese agriculture but also in the Arab and European markets the sale of Lebanese avocados has been prominent. The international market for avocados is highly competitive, and research shows that markets such as Europe prefer better quality and more sustainable organic fruits. However, the economy in Lebanon has seen a drastic decline since October 2019 and farmers need a sustainable plan to keep their work going.
