TransFocus 2021 is a study designed to produce a transportation plan for a study area covering about 7,300 square kilometres in the Niagara-Lake Erie region of Ontario. This report describes the components of the technical process of the study related to travel forecasting and network evaluation activities. It begins with a review of past socio-economic trends in the area and present transportation conditions, using 1986 as the base year. The report then develops a mathematical model for forecasting transportation demand, making extensive use of 1986 census data and traffic count information. Future socio-economic growth is analysed under three scenarios and four future transportation network alternatives are proposed for evaluation: the existing network plus committed projects to be constructed in the near future; two networks building on the former, one based on the Queen Elizabeth Way and the other on a mid-peninsula route; and a network based on public transportation and demand management alternatives. A separate chapter analyzes goods movements in the study area (air, rail, marine, and truck modes), focusing on truck movements. Finally, the report analyses network alternatives compared with the base-year situation, according to transportation network performance. Appendices include detailed traffic zone projections.
