The primary product of this study was a demonstration performance -related specification (PRS) system for PCC pavement construction. The system is designed to consider three key factors (ie, PCC strength, slab thickness and initial serviceability) in assessing an as-constructed pavement delivered by a contractor and calculating an appropriate reward (bonus/incentive) or penalty (disincentive). Many pavement performance prediction relationships and PCC property prediction equations were evaluated to develop the performance-related aspects of the new system. In addition, a rather intensive experimental laboratory study of PCC material properties was conducted to develop better multi-factor prediction relationships. The demonstration PRS was developed using a computerized spreadsheet program.

The goal in highway construction and operation has shifted from method based specifications to specifications relating desired performance attributes to materials, mix designs, and construction methods. Shifting from method specifications to performance based specifications can work as an incentive or disincentive for the contractor to improve performance or extend pavement life. This literature search was directed at a review of existing portland cement concrete performance specification development, and the criteria that can effectively measure pavement performance. The criteria identified in the literature include concrete strength, slab thickness, air content, initial smoothness, water-cement ratio, unit weight, and slump. A description of each criterion, along with the advantages, disadvantages, and test methods for each are identified. Also included are the results from a survey that was sent out to various state, federal, and trade agencies. The responses indicated that 53% currently use or are developing a performance based specification program. Of the 47% of agencies that do not use a performance based specification program, over 34% indicated that they would consider a similar program. The most commonly measured characteristics include thickness, strength, smoothness, and air content. Lastly recommendations and conclusions are made regarding other factors that affect pavement performance and a proposed second phase of the research is suggested. The research team suggests that a regional expert task group be formed to identify performance levels and criteria. The results of that effort will guide the research team in the development of new or revised specifications.

Much of the current research in portland cement concrete (PCC) pavements deals with the analysis of early pavement life failures and seeks to find ways to prevent those from reoccurring. The Long Term Pavement Performance (LTPP) portion of the Strategic Highway Research Program (SHRP) has identified some of the key factors in designing and building new PCC pavements. This statement will build on the Iowa Highway Research Board (IHRB) project TR-463, Field Performance Study of Past Iowa Pavement Research: A Look Back. In Iowa and across the nation, there are multiple pavements that were built more than 20 years ago that have been and are continuing to provide very good service to the public. They are found on both state and local routes and in both low and high traffic volume areas. There is a need to learn what went into those pavements, from the subgrade through the surface, that makes them perform so well. The purpose of this research project was to conduct a scoping study that could be used to evaluate the need for additional research to study the attributes of well-performing concrete pavements. The concept of zero-maintenance jointed plain concrete pavements was iterated in this study for long-lasting, well-performing portland cement concrete pavement sections. The scope of the study was limited to a brief literature survey, pavement performance data collection from many counties, cities, and primary and interstate roads in Iowa, field visits to many selected pavement sites, and analysis of the collected data. No laboratory or field testing was conducted for this phase of the project. A problem statement with a research plan was created that could be used to guide the second phase of the project.

Portland Cement Pervious Concrete (PCPC) has an excellent performance history in the Southeastern U.S., but until recently has seen little use in environments with significant freeze-thaw cycles. Therefore, assessment of actual field performance is important. This project documents field observations, and nondestructive testing results of PCPC sites located in the states of Ohio, Kentucky, Indiana, Colorado, and Pennsylvania. PCPC is most often used as a pavement for parking lots. Field performance depends on the quality of the mixture as well as proper control of construction and curing. In addition to field observations and nondestructive testing, laboratory testing was performed on cores removed from some of the test sites. Generally, the PCPC installations evaluated have performed well in freeze-thaw environments, with little maintenance required. Construction, use, and maintenance information was obtained during the site visits. The field investigation plan encompassed a thorough visual inspection for signs of distress, two types of surface infiltration measurements, and ultrasonic pulse velocity (UPV) testing at the Ohio, Kentucky, and Indiana sites. At the Colorado and Pennsylvania sites, only one type of surface infiltration test was made. Visual inspection documented cracking and surface raveling, as well as areas that appeared to be clogged. One type of field infiltration test, developed during this research project, used the time to drain a 4 by 8 inch plastic cylinder through a 3/4 inch hole down into the pavement. The second test was used to identify whether pavements required maintenance. The UPV was used in indirect transmission mode, because only the surface of the pavement was accessible. At six of the sites, it was possible to extract cores for laboratory testing. The cores were brought back to the laboratory and tested for void ratio, hydraulic conductivity, and direct transmission UPV. Direct transmission is considered to be more reliable than indirect transmission for UPV. Once these tests were completed, some of the specimens were tested for compressive or splitting tensile strength. Some of the cores were cut into top and bottom specimens, to compare the properties through the pavement thickness. The data are recorded in tables and plots. Significant differences were observed between cores from pavements that used gravel and crushed limestone coarse aggregates. The use of gravel as a coarse aggregate may facilitate more effective and uniform compaction. The laboratory hydraulic conductivity results were plotted against the field drainage times, so that in the future the field test may be used to estimate PCPC infiltration capability. The installations have not shown any signs of freeze-thaw damage. Some pavements have had surface raveling, which generally stops after a few months of use. Saw cut joints had less raveling than tooled joints. A few have cracks, which may be attributed to overloading or long spaces between joints. Some of the pavements had very poor infiltration capability due to improper installation. Most of the installations are performing well, but it is also true that many in the area are relatively new. Therefore, they should be examined again in the future, probably at 5 and 10 years from the publication of this report. This report serves as a benchmark of the pavement condition observed at the time of this study.
