Problems related to the detection of targets in the presence of clutter and ground are investigated. The two basic problems are the change in the target response due to the presence of the ground and the recognition of the target response when contaminated with clutter return. The transient fields of short dipoles in the presence of a dielectric half-space are examined and exact closed-form solutions are obtained for some particular source and observation points. The solution for the case of the source and observation points coincident is used to determine the interaction between a dipole source and the interface and the resultant dipole impedance change. The same solutions are used to compute the change in the dipole modes of scatterers due to the presence of a half-space, particularly the shift in the s-plane poles of the target. Results are presented for both dielectric and perfectly conducting half-spaces. (Author).

The unimoment method is applied to solve the electromagnetic scattering by a buried dielectric finite cylinder simulating a land mine. Computed results are reported at frequencies from 400 MHz to 1400 MHz at 100 MHz intervals. The dielectric constants of the ground are considered to be dispersive which simulates soil with 5%, 10% and 20% water content. Results are computed for the scattered electric and magnetic fields which are presented in terms of the cylindrical components of E and noH at a distance of 1 in. to 4 in. above the ground at 1 in. intervals. The numerical results are computed along the positive x-axis for each azimuthal mode. The fields at points on the positive x-axis may be obtained by summing the modal fields directly. Fields at points other than the positive x-axis may be obtained by summing the modal fields multiplied by the proper azimuthal function. Sample results are given in the report and the complete data are stored on magnetic tape. This report include documentation for the tapes.

The spheroidal T-matrix formalism developed by Hackman 1-3 and Sammelmann 4-6 for acoustic scattering is extended to electromagnetic scattering from lossy dielectric solids in a conducting medium. The spheroidal T-matrix formalism exhibits superior performance with respect to the spherical T-matrix formalism for objects that deviate appreciably from a spherical shape. Both acoustic (elastic) and electromagnetic scattering are solutions of the vector Helmholtz equation. In the case of elastic wave scattering, the displacement field has 3 degrees of freedom corresponding to the 2 polarization states of the shear wave and the longitudinal mode. In the case of electromagnetic scattering, the electric (magnetic) field has 2 polarization states corresponding to left and right-handed photons, but lacks a longitudinal mode. The T-matrix description of electromagnetism mimics the T-matrix description of elastic wave scattering in the absence of a longitudinal mode. Indeed, the stress tensor of the displacement is replaced by the exterior derivative of the electric field in Betti's identity in the derivation of the T-matrix formalism of scattering from a lossy dielectric solid. Continuity of the displacement and surface traction is replaced by continuity of the tangential components of the electric and magnetic fields in the boundary conditions. In the case of a time harmonic field, the presence of a finite conductivity in the medium is represented by the insertion of an imaginary component of the wavenumber that is proportional to the conductivity in the medium. In the case of complex wavenumber, the Helmholtz equation is no longer a self-adjoint operator, and the S-matrix is no longer unitary. This article describes some of the features unique to scattering in seawater due to the large conductivity of the medium.
