This report presents the results of the Feasibility Study (FS) performed for the Miscellaneous Sites Operable Unit of Umatilla Depot Activity (UMDA) near Hermiston, Oregon. From 1945 to the present, UMDA conducted various operations at the 32 sites identified as the Miscellaneous Sites. As a result of these activities, soil at some of these sites is contaminated with a variety of chemical compounds including explosives, pesticides, and metals. This Feasibility Study addresses the contamination of soil at the Miscellaneous Sites; develops objectives for soil remediation; and identifies, develops, screens, and evaluates soil remedial action alternatives. Basic components of the remedial alternatives subjected to a detailed evaluation for contaminated soil at the Miscellaneous Sites include: No Action; Institutional Control; Containment; On-Site Stabilization/Solidification; On-Site Incineration and Stabilization/Solidification; and Off-Site Treatment and Disposal. An evaluation of remedial alternatives was conducted addressing the response of the alternatives to specific criteria including: Protection of human health and the environment; compliance with Applicable or Relevant and Appropriate Requirements (ARARs); long-term effectiveness and permanence; reduction of toxicity, mobility, and volume through treatment; short-term effectiveness; implementability; and cost.
