This thesis analyzes the effect of quantitative and qualitative factors used in the admissions process at the U.S. Naval Academy in determining the performance of candidates admitted. In determining student performance, graduation, Order of Merit (OOM), cumulative academic Quality Point Ratio (QPR), cumulative military QPR, and striper selection are used as performance outcome measures. The data is from Naval Academy graduation year groups 1995 through 2001. The analysis separates the Naval Academy's Whole Person Multiple into quantitative and qualitative inputs. The Candidate Multiple (CM) is the quantitative input to the admissions process derived from a statistics-based scoring model anchored in proven high school performance measures such as the SAT and high school GPA. The Recommendations of the Admissions Board (RAB) are the qualitative input, which awards points for subjective traits not captured in the CM or that are from various other subjective measures, such as student interviews and essays. This research highlights the properties of the two admissions factors and their estimated impact on student performance. The results show that student performance increased as CM and RAB increased, revealing the importance of a combined quantitative and qualitative admissions process, and emphasizing qualitative input as the value added factor that provides an increased predictability of student success. This research analyzes performance at the U.S. Naval Academy (USNA) and fleet retention of midshipmen who have prior enlisted experience in the Navy and Marine Corps. It is the primary hypothesis of this study that prior enlisted experience provides these midshipmen with values and skills that help them overcome perceived academic deficiencies to be successful at the Naval Academy. Linear and non-linear LOGIT regression models are estimated to analyze the influence of prior enlisted experience on performance of USNA classes from 1990 through 1999 and on the fleet retention of graduates. The performance analysis is based on data collected by Admissions to compile USNA's Candidate Multiple with additional variables to account for attributes of each individual's prior enlisted service. USNA performance was measured in terms of leadership potential (striper selection), academics, overall class standing, and graduation rates. Officer retention is depicted by retention rates to the 0-4 promotion board. The results suggest that prior enlisted experience is significant in determining success at the Academy and fleet retention.

This research analyzes the United States Naval Academy's (USNA) admissions and professional development processes and their impact on the career development of its graduates in the Unrestricted Line (URL) communities. Three hypotheses are advanced to explain the high level of fleet performance and retention of USNA graduates: selectivity of applicants; Navy-specific human capital investment; and institutional favoritism. Non-linear LOGIT regression models for the USNA Classes of 1980 through 1985 are developed to analyze the influence of the hypothesed factors on the probability of a midshipman: (a) graduating from the USNA, and (b) developing into a career officer. Both the USNA's composite "whole-person" and individual selection criteria play a significant role in the probability of graduation. Non-scholastic affective selection criteria, and both affective military performance and Navy-specific cognitive skill development at the US NA, are positively associated with the development of career officers. Additionally, several key predictors of career potential are identified. A paradigm shift in perspective from the current short-term context to a life-cycle career context is recommended in the "whole- person" selection and development of USNA midshipmen..
