The American National Election Studies (ANES) is the premier social science survey program devoted to voting and elections. Who votes in national elections? What are their preferences on issues? How important is their party identification? How does their demographic profile change over time? Reflecting an unbroken record of eighteen studies of voter behavior conducted biennially since 1952, this volume presents data on hundreds of elements influencing voters that will interest political scientists, journalists, consultants, and students of political history. The information was obtained from face-to-face interviews with national full probability samples of all citizens of voting age, as part of the University of Michigan/National Election Studies conducted by the Center for Political Studies. The data provide both an unrivaled occasion to gain a deeper understanding of congressional and presidential elections, and a basis for making or challenging broad generalizations about American politics since World War II. Major sections include personal characteristics (age, education, gender, religion, occupation, income, union membership, urbanism, race/ ethnicity); partisanship (party identification, open-ended evaluations of parties and candidates); issues (ideological self-placement, issue preferences, perceptions of economic conditions); candidate traits; thermometer ratings of individuals and groups; voter preferences; media exposure; and voter turnout and political participation. Citizens living in presidential or parliamentary systems face different political choices as do voters casting votes in elections governed by rules of proportional representation or plurality. Political commentators seem to know how such rules influence political behaviour. They firmly believe, for example, that candidates running in plurality systems are better known and held more accountable to their constituencies than candidates competing in elections governed by proportional representation. However, such assertions rest on shaky ground simply because solid empirical knowledge to evaluate the impact of political institutions on individual political behaviour is still lacking. The Comparative Study of Electoral Systems has collected data on political institutions and on individual political behaviour and scrutinized it carefully. In line with common wisdom results of most analyses presented in this volume confirm that political institutions matter for individual political behaviour but, contrary to what is widely believed, they do not matter much.

Who Votes Now? compares the demographic characteristics and political views of voters and nonvoters in American presidential elections since 1972 and examines how electoral reforms and the choices offered by candidates influence voter turnout. Drawing on a wealth of data from the U.S. Census Bureau's Current Population Survey and the American National Election Studies, Jan Leighley and Jonathan Nagler demonstrate that the rich have consistently voted more than the poor for the past four decades, and that voters are substantially more conservative in their economic views than nonvoters. They find that women are now more likely to vote than men, that the gap in voting rates between blacks and whites has largely disappeared, and that older Americans continue to vote more than younger Americans. Leighley and Nagler also show how electoral reforms such as Election Day voter registration and absentee voting have boosted voter turnout, and how turnout would also rise if parties offered more distinct choices. Providing the most systematic analysis available of modern voter turnout, Who Votes Now? reveals that persistent class bias in turnout has enduring political consequences, and that it really does matter who votes and who doesn't.
