This Supplemental Environmental Assessment (EA) has a substantially smaller scope, focusing on changes from Alternative B3 and assessing the impacts of those proposed changes to the Streetcar Alternative. The change from the FEIS Preferred Alternative (A4) to the Streetcar Alternative was largely due to financial limitations by the City of Detroit. ...
