In January 2009, the Government established High Speed Two Ltd (HS2 Ltd) to consider the options for a new high speed rail network in Britain, starting with a costed and deliverable proposal for a new line from London to Birmingham. HS2 Ltd's report concludes that there is a strong business case for a new London to Birmingham line, and sets out detailed recommendations for the design of its route, together with a range of options for how it might be extended to serve other conurbations. The Government has evaluated these proposals in respect of their costs and benefits for enhancing capacity and connectivity in a sustainable way, which is its key strategic objective for inter-city transport. It has also considered other realistic options for meeting the UK's inter-urban capacity needs over the next 30 years, including carrying out a detailed analysis of the potential costs and benefits of major improvements to existing rail and road networks. This Command Paper sets out both the Government's response to HS2 Ltd's recommendations and its assessment of the case for an initial core British high speed rail network. The Government proposes to begin formal public consultation in the autumn, to cover three key issues: HS2 Ltd's detailed recommendations for a high speed line from London to the West Midlands; the strategic case for high speed rail in the UK; the Government's proposed strategy for an initial core high speed rail network.

High Speed Rail's (HSR) main objective is to attract air passengers between big metropolitan areas however the main territorial implications in many cases occur not in these metropolitan areas but in the intermediate cities. These implications open up new spatial planning possibilities such as decentralization, new regional centres and urban renewal projects. This book presents the experience of 20 years of HSR in Spain including some explicit information, arguments and conclusions derived from HSR in other European Countries. It debates the HSR territorial implications at three scales: national, regional and local, thus being of interest for strategic debates at those scales, such as the decision of new national lines, the pros and cons of deviating the line to reach minor intermediate cities or the selection of precise locations for new stations and the development projects in their surroundings. Comparisons with the recent changes in accessibility, spatial distribution of population and activities, are made with mobility for working purposes and with the characteristics of the HSR passengers. This book also examines the actions, strategies and urban projects that medium size cities can use to make best use of HSR opportunities, synthesising the experience of HSR medium cities in Spain and Europe. Problems with key M4 transport route continue to risk damage to Welsh economy. The route has suffered from under-investment and congestion for too long. The UK and Welsh Governments must work together to find attainable, funded solutions to these problems. The Committee also says the high toll on the Severn Crossing is still hampering the development of businesses in Wales and deterring inward investment to Wales and the UK Government should bring forward proposals for reducing it. The Committee also welcomes the new investment in cross-border rail links into Wales but the exclusion of South Wales from the HS2 proposals means businesses and people may relocate eastwards across the border. The development of a high speed rail link from Wales to England would be an important boost to the Welsh economy and help to achieve the aim of successive Governments of rebalancing the UK economy. There are good examples of joint working between the two governments to secure improvements to strategic cross-border routes, and especially welcome is the almost £2 billion of rail investment on the electrification of the Great Western Main Line and a proposed new rail link to Heathrow Airport. But the Committee says it is unclear why the Welsh Government should be entitled to a "Barnett" consequential payment in respect of the Crossrail project but not HS2. It also notes that rail connectivity between North and Mid Wales and England has been overlooked for too long and calls for more frequent rail connections from Mid Wales to England.
