Air traffic and the aviation industry have grown rapidly on the Chinese mainland in the two and a half decades since China's open door policy. Accession to the WTO will further stimulate trade and foreign direct investment (FDI), intensifying the demand for air cargo services. It will also open up the Chinese economy to foreign participation in the transportation and logistics sectors, making these sectors more competitive and efficient. This book provides a systematic and comprehensive study of China's air cargo industry as well as its policy evolution. It covers the sources and destinations of air cargo in mainland China and Hong Kong: whence it comes and where it goes to. The major hubs of the transportation network - Beijing, Shanghai, Hong Kong, and Guangzhou - are discussed one by one. The virtual aspects of the network at these hubs in terms of IT applications, preparedness, and needs are examined and compared. Though the subject matter of this book is air cargo, there is considerable coverage of the aviation industry and policy on the mainland and Hong Kong. Changes have been happening so fast there are few books and publications that cover them systematically and comprehensively. Abstract: Abstract of Dissertation entitled "Air Cargo Industry in Hong Kong" Submitted by So Miu Sang For the degree of Master of Art in Transport Policy and Planning at the University of Hong Kong in June 2004 Given the excellent geographic and strategic location of the Hong Kong International Airport (HKIA), cargo has become one of the important industries in Hong Kong's overall economy. Hong Kong's market has seen a remarkable growth. It has averaged 11.2% per annum growth since 1992 and exceeded 2.6 million tones in 2003. The opening of Hong th Kong's new airport at Chek Lap Kok on 6 July 1998 marked a significant improvement in the quality and capacity of Hong Kong's aviation facilities, paving the way for a strong growth in passenger and cargo traffic. It has strengthened Hong Kong's position as an air cargo hub in the Asia Pacific Region and as the gateway to China. Moreover, under the "One Country, Two System" arrangement, Hong Kong is highly conducive to closer economic partnership with the Chinese Mainland. More opportunities will be given to Hong Kong. However, the rapid change of economic environment, development of new airports in the Pearl River Delta (PRD) such as Guangzhou and Shenzhen, and Asia Region's airports and the growing of Mainland China traffic have created a great threat to Hong Kong International Airport. This dissertation aims to provide a review of Hong Kong's air cargo industry and the development trends in the industry, and to analyze the competitive edge of Hong Kong International Airport as an air cargo hub in the Asia Pacific Region as well as the Pearl River Delta. It will also suggest strategies for strengthening Hong Kong's position as the leading hub and express cargo hub in Asia. The overall trend towards fast reliable delivery and the transformation of China's economy along with the value chain of production, have boosted demand for air transportation. Due to these developments, the air cargo market, which is still at low levels particularly in domestic transportation, is one of the fastest growing markets in China. The regional focus of this study is on the economic powerhouse of China, the Greater Pearl River Delta (GPRD) located in the southern province of Guangdong including Hong Kong and Macao. In many respects this is one of the most interesting economic entities of the world. Economy and infrastructure are integrated on a very high level. The GPRD features many extremes: its strong economic power, its rapid growth, the highest in China for many years, its population density and last but not least, its aviation landscape. Within radial distance of about 100 km, five international airports are at service, creating the highest airport density in the world. Three of these airports are among China's top five airports. The clear leader among them is Hong Kong International Airport (HKIA), a major hub in Asia featuring the world's highest international air cargo throughput for many years. Abstract: Currently, most of the research related to aviation sector of Hong Kong would focus on infrastructure perspective such as the building of 3rd runway in HKIA and the cooperation issues among airports in Pearl River Delta (PRD) Region in order to analyze the impact towards competitiveness of Hong Kong as a major international air cargo hub. However, there are not much research on air cargo industry has been done from security perspective but the recent trend of tightening international security requirement has already brought significant impact on the competitiveness of Hong Kong air logistics sector. In fact, the United States enacted the Aviation and Transportation Security Act (ATSA) after the 9/11 incident in 2001 already signaled a new era in air cargo transportation. Significant security measures have been implemented to all facilities shipping cargo to the United States and air cargo sector in Hong Kong would be included. Since most of the international air cargo that enters the United States transits through large hub facilities in Asia such as Hong Kong, there is a strong air cargo network linkage between Hong Kong and the United States. This study aims to understand the major development of international air cargo security requirement and the consequences for Hong Kong air cargo industry. This study also examines challenges of the requirement on Hong Kong air cargo industry from operational and economic perspective. An in-depth interview would be conducted to obtain industrial insights on developing recommendations on fulfilling the requirement in a cost-effective manner. This study would act as a stepping stone for further analysis on providing recommendations to facilitate the security requirement development in Hong Kong air cargo industry.
