In addition to assessing the overall program, the author discusses its components: equipment, technical assistance, training and military advisers. He asserts that military aid has more immediate impact and creates a greater dependence on the Soviet Union by recipient countries than other forms of assistance. He concludes that Moscow is relying especially on its economic and military aid programs to make at least some of the more important developing countries materially dependent and politically tractable.
