Bioenergy is coming to be seen as a priority on the international agenda, with the use of liquid biofuels a key strategy in the attempt to meet both the demand for environmental sustainability and the energy needs of countries. The growth in the production and use of biofuels around the world has led to increased interest and discussion about this subject. Given the dynamics of this phenomenon, the organizers of this book, based on more than 10 years experience of joint research on this subject, seek to address key issues relating to the production and marketing of liquid biofuels using the Brazilian experience with ethanol and biodiesel as an illustrative case, as well as the experiences of the leading producers and consumers of biofuels. The topics to be covered in this book include the role of public policies in fostering the emergence of the biofuels industry, the main socio-economic, environmental, technological aspects and the prospects for the sector. The conceptual and methodological bases that provide analytical support to the book are based on recent research published in indexed journals. It includes conceptual chapters as well as case studies from different world regions (North America, Europe, Latin America, sub-Saharan Africa, Asia) and levels (local, national, transnational). The Political Ecology of Agrofuels advances a conceptualisation of agrofuels that helps to fill existing research gaps. It covers global food regimes and agrarian politics as well as political arenas such as energy, climate, transport and trade. It reflects on the biophysical materiality of agrofuels, new forms of nature appropriation, struggles, discursive framings, the building of hegemony, shifting geopolitical constellations, socio-spatial configurations of power, the construction of territory, the agency of social movements and the different ways in which agrofuels are politicized at different scales. This book asks how patterns of mobility, emissions regulation, food and energy production and consumption, and social relations (e.g. labour, class and gender relations) are shaped and re-shaped by the materiality and representations of agrofuels in both the Global South and North. Over the past decade, the Brazilian government has actively promoted oil palm in the Amazon biome as an alternative biodiesel feedstock to soy. Because of oil palm’s comparatively high productivity, it places less demand on land than soy and could thereby contribute to reducing pressure on the Amazonian forest. Although oil palm has long been a leading driver of deforestation and social conflict in major producer countries in Southeast Asia, the Brazilian government has put in place a number of mechanisms to ensure oil palm is cultivated sustainably and the sector is inclusive of the rural poor. Through research conducted in Brazil’s leading palm oil producing state of Pará, this paper analyzes the evolution and dynamics of the Brazilian palm oil value chain and the economic, environmental and social challenges faced by the sector. In so doing, it shows that under the right institutional and regulatory conditions, the palm oil sector can expand sustainably and inclusively within forested ecosystems. This though translates into considerably higher production costs for producers, thus undermining the international competitiveness of the Brazilian palm oil sector.
