Mediterranean irrigation is diverse due to, among other factors, the relative importance of water in the economy of each country, varied levels of aridity, heterogeneous levels economic, social and technological levels of development, and differences in political and social organization. However, most of the Mediterranean countries face similar problems to meet their water demands because of the scarcity and variability of renewable resources, growing water requirements from non-agricultural sectors, increasing environmental concerns related to water quality and environmental degradation, a social demand for larger public participation, and important technological changes. The time has come to reconsider the “not one drop lost to the sea” philosophy of yesteryears largely and to 'live within limits'. This book focuses on eight selected countries (Tunisia, Morocco, Spain, France, Italy, Turkey, Israel and Egypt) and provides a comparative perspective that both thoroughly explores their specificities and identifies the common challenges faced by the irrigation sector in these countries. The book has been written at a critical moment, when the continued application of a supply-side water management model is revealing its unsustainable nature in numerous places; when significant technological changes are taking place in the irrigation sector; when new forms of management and governance are widely held as badly needed; and finally, when climate change is compounding many of the difficulties that have characterized irrigation policies and practices in the past decades. This complicated future context makes Mediterranean irrigation face various political dilemmas on water management, raising social tensions, triggering territorial and land conflicts, and stimulating new technological developments. The legitimacy of environmental policies is an issue of increasing concern for analysts. Ecological stakes are deemed to be global, but global public decisions are rare and implemented with difficulty. Dissensus prevails on environmental ethics and there is little evidence of any greening of policy tools. The global framing of the environment fails to account for how people relate to the ecological realities which surround them. Rather than placing the environment at a distance, Politicization of Ecological Issues advocates for building legitimacy from people’s perceptions of singular forms and patterns in their environment. Based on scholarly literature in political ecology and empirical cases of water policy in Europe, the book shows how the qualification of environmental realities has been politicized and translated into motives for public action. Over the last three decades there has been a rapid expansion of intensive production of fresh fruit and vegetables in the Mediterranean regions of south and west Europe. Much of this depends on migrating workers for seasonal labour, including from Eastern Europe, North Africa and Latin America. This book is the first to address global agro-migration complexes across the region. It is argued that both intensive agricultural production and related working conditions are highly dynamic. Regional patterns have developed from small-scale family farming to become an industrialized part of the global agri-food system, which increasingly depends on seasonal labour. Simultaneously, consumer demand for year-round supply has caused relocations of the industry within Europe; areas of intensive greenhouse production have moved further south and even into North Africa. The authors investigate this Mediterranean agri-food system that transcends borders and is largely constituted by invisible seasonal work. By revealing the story of food commodities loaded with implications of private profit seeking, exploitation, exclusion and multiple insecurities, the book unmasks the hidden costs of fresh food provisioning. Three case study areas are considered in detail: the French region of Provence, a traditional centre of fresh fruit and vegetable cultivation; the Spanish Almería region where intensive production has, accelerated dramatically since the 1970s; and Morocco where counter-seasonal production has recently been expanding. The book also includes commentaries that refer to complemetary insights on US-Mexico, Philippines-Canada and South Pacific mobilities.
