An exemplary study in comparative contemporary history, this monograph looks at rural change in six countries: Bulgaria, Czech Republic, Hungary, Poland, Romania and Slovakia. In the 1990s most of these nations experienced a fourth radical restructuring of agricultural relations in the twentieth century, and all went through the dramatic transition from communism to capitalism. The author analyzes attempts to activate democracy on a local level and recreate farming structures and non-agricultural businesses based on private ownership and private enterprise. He describes the emergence of a new business class that seeks to dominate local government structures; the recuperation of former communist farming entities by former managers; and the transformation of peasants into rural citizens, who nevertheless remain the underdogs. Swain exposes common features as well as specific divergences between the six countries; he portrays the winners, losers and engineers of transformations. After fifteen years of transition in the former communist states of Central and Eastern Europe it has become clear that for a substantial number the objective of reform and restructuring process is a market system in line with membership of the EU. In this study the long term economic transformation of Romania is studied, offering a detailed narrative and thematic account of events from the nineteenth to the twenty-first centuries. From the first steps towards large scale industrialisation begun prior to the First World War, through the accelerated pace set by the communist regime after 1945 and the uncertainty following its subsequent collapse in 1989, the book addresses a wide range of pertinent issues that have shaped Romania's economic development. The study also offers an interpretation of a distinctive phase in the modernisation of post-communist Romania, supported by economic-historical surveys of the proceeding century as a context for recent restructuring on the eve of EU accession. This is linked with trends in the region as a whole so that a broad perspective is maintained throughout the book. By highlighting Romania's position as one of more backward accession states and considering in what ways its experience during transition differs from the more developed states of the region, this study offers a valuable insight into both the history of Romania, and its future prospects. This book looks at agriculture and the environment, placed within the dynamic context of post-communist societal change and entry into the European Union (EU). Scrieciu explores developments in eleven Central and Eastern European (CEE) countries and argues for agriculture’s natural place in these societies. The history of these countries is significant in how it has shaped the institutions and influenced the outcomes. In many cases, during communism, agriculture was not considered a strategically. An ecological consciousness did not figure high on the agendas of authoritarian regimes. After 1990, some post-communist farm economies progressed slower than others, and environmental pressures mostly diminished with agricultural restructuring. In parts of CEE, increases in numbers of low-input small farms have resulted in some, though largely unintended, ecological benefits. A dual environmental challenge has nevertheless surfaced. On one hand, environmentally unsustainable practices have been attributed to some low-input farming. On the other hand, risks of farm over-intensification and resource overexploitation are on the rise. Also, environmental regulatory and institutional frameworks are not always effectively in place. EU membership is not creating the anticipated benefits for farm growth. There are a number of systemic structural barriers preventing many farmers from drawing on Common Agricultural Policy incentives and support. The presence of many vulnerable poor farms is clearly problematic, particularly economically. However, small-scale farms could be made more acceptable and profitable by ensuring EU policies acknowledge their value and by building institutions to support alternative farm growth strategies, aside from the traditional European model of individual corporate farm expansion. The voluntary uptake of grassroots rural cooperation and farm associations may represent such an alternative. Future European farm policy reforms need to reach the small and vulnerable, and better tackle issues of farm equity, poverty, and agricultural sustainability in the new Europe. This is a timely contribution as this type of "transition" has just begun. This book should be of use to students and researchers looking at agricultural and environmental economics, post-communist rural societal change, European integration and the Common Agricultural Policy.
