This study was carried out, as a result of the current decline in the importance of the agricultural sector in the economy. This sector while still a source of living for most of the population, has seen its GDP contribution remains very low, even though it employs most of the active population. To bring about a full understanding of the real causes of the agricultural crisis in the early 1980s, where there exists a situation of food shortage, an analysis of the agriculture development strategy between 1962-84 is provided to reveal the main factors which contribute largely to the decline of agricultural productivity. This study has identified some of the factors which seem to have had great effects on the agricultural efficiency. First, much concentration on the industrialisation policy, which has received most of resources. Second. lack of solid and realistic planning system, in fact the rigidity of that planning system reduced the efficiency of the agriculture. Third, the lack of incentive among farmers which seems to be a common phenomenon among the so-called centrally planned economies.
